Khalil added, "The role of the Ministry of Environment in the matter of waste is limited to granting approval to the site, and in the event that approval is not obtained, the ministry takes control procedures and visits to the site, and penalties are imposed for not obtaining approval for landfill sites, which may originally be in violation of the environmental determinants when they were established by the Amana." Baghdad".
He pointed out that "the Ministry of Environment intervenes strongly with the Municipality of Baghdad, the Investment Commission and the competent authorities in the field of waste recycling," noting that "the investment companies for waste recycling come through the Municipality of Baghdad and the Baghdad Investment Commission, and project proposals were submitted, and they were submitted to the General Secretariat of the Council of Ministers." However, none of the projects has obtained approval so far, and the idea of establishing a waste recycling plant still exists, but no agreement has been reached on a specific company.
He stressed that "many landfill sites have been closed because they did not obtain environmental approval, but the Municipality of Baghdad resorts to these sites that were not subject to environmental determinants," pointing out that "
