    [size=45]Secretary of the Central Committee of the Iraqi Communist Party, Raed Fahmy, announced that the Federal Supreme Court will today issue its decisive decision in the party's lawsuit regarding the lack of final accounts for the past years.[/size]
    [size=45]Fahmy said in a statement received by (Al-Mada); Today, the Federal Supreme Court is supposed to issue its decision regarding the lawsuit filed by the Communist Party against the Speakers of the House of Representatives and the Ministers in addition to their job, for violating the constitutional Article 62/First, which obliges the government to submit the budget to the House of Representatives, along with the final accounts.[/size]
    [size=45]Fahmy stated, "Since 2005 until now, successive governments have not presented budgets with final accounts, and this constitutes a major imbalance that even affects the process of budget formulation and setting."[/size]
    [size=45]And he pointed out, “During the discussion of its articles, the representatives do not know what was achieved and accomplished from the previous budget allocations, and therefore the articles and items of the budget for the following year are determined, through guesses, and without real and numerical data being available.”[/size]
    [size=45]Fahmy continued, “This is considered a violation and weakening of the oversight role of parliament in following up and protecting public money. When information is not available about the way in which the money was spent, and whether it was spent for the purposes specified for it and in the required amounts, how can it actually exercise its oversight role?”[/size]
    [size=45]Fahmy pointed out that “the continuation of this flagrant violation over these years, and the parliament’s failure to take action and its negligence in demanding the submission of these accounts, has become a serious harm to the process of preparing public budgets, and thus protecting public money.”[/size]
    [size=45]Fahmy emphasized that “the filing of the lawsuit comes based on constitutional Article 27 first, which considers the protection of public money to be the concern of every citizen, so in my personal capacity and in the leadership of the party we have great extensions throughout the country and we represent a large group of citizens and we are concerned with this matter, no, but every citizen.” It is concerned with the budget, how to dispose of public money, and where it is spent, especially in a country that suffers from corruption.[/size]
