During the past weeks and until now, millions of Iraqis have been preoccupied with talking about the leaked details of the “new salary scale” and the possibility of its application in the current year or the next. The specialist confirms that he is still in the corridors of the General Secretariat of the Council of Ministers under discussion, and there is a consensus that he achieves justice among state employees and bridges the wide gap in salaries between them, and that he achieves fairness when they retire.
A member of the Parliamentary Finance Committee, Jamal Cougar, explained, in an interview with “Al-Sabah”, “the possibility of approving the salary scale,” explaining that “his law is completely different from the budget law, so either it is approved as a law separate from the budget, or sums of money are allocated to it within the chapters and budget paragraphs.”
For his part, the director of the Iraqi Economic and Political Center, Wissam Hammal Al-Helou, said in an interview with Al-Sabah: “Everything that is rumored through news sites and communication sites about the details of a new salary scale is nothing more than media statements related to the 2023 budget that reached Parliament.” ».
He explained that “only the Council of Ministers can propose a legal formula for a new salary scale, and a parliamentary vote must be taken on it in order for it to be a binding law, and there is no such trend in the current year’s budget at all.” Ministers as a government agency and the Parliamentary Finance Committee, and there is no agreed-upon formula regarding it, and the issue is only within the framework of the study, according to what informed government and parliamentary sources confirmed to the center.
And the head of the Parliamentary Finance Committee, Atwan Al-Atwani, said in a press interview, yesterday, Monday: “The amendment of the salary scale is currently in the stage of audit and review by the government, and it is a separate law in itself, and it has nothing to do with the budget at all, as it is a government procedure that is voted upon within the Council of Ministers.” », stressing that we «are closely following the stages of its completion as required».
Al-Atwani called on the government committee in charge of amending the salary scale for "the need to complete its tasks as soon as possible," calling on the Council of Ministers "to expedite its ratification and implementation, in order to establish a state of job stability and ensure justice for all."
He affirmed his committee's support for "the direction of approving a new salary scale that guarantees justice and equality among state employees, and is fair to those with lower ranks by reviewing their nominal salaries in a way that meets their needs and helps them face the high cost of living and other economic fluctuations."
In addition, the economist, Mustafa Akram Hantoush, told Al-Sabah: “The salary scale is not a law, but rather a decision, and according to Financial Management Law No. 6 of 2017, the amendment of the salary scale is linked to the decision of the Council of Ministers, provided that funds are allocated to it.”
And he indicated that “after the budget enters into force, the Council of Ministers can take a decision to amend the salary scale.” He added that “the amendment is for agencies with weak salaries. On those salaries and an increase in weak salaries, which will lead to an increase in the operational production ceiling.
For his part, the former director of the Office of Financial Supervision, Salah Nuri, indicated in an interview with “Al-Sabah” that “the salary scale is completely different from the budget law and that it is wrong to include it in the paragraphs related to the budget because it is an annual law.”
And he indicated that “the main objective of the law is to reduce the differences between employees in terms of allocations,” noting that “it will not affect the operating budget or increase the financial burden on it, because the higher allocations will be reduced and distributed among the lower allocations.”
Nuri stressed that "the basic idea of the law is to increase the nominal salary instead of the allowances, as in the event that the employee is referred to retirement, the salary will be used after canceling the allowances, and this is based on the principle of social justice."
