    Shafaq News/ The Iraqi citizen is confused and anticipating what will happen to the decision of the Ministry of Commerce to replace flour with samoon or subsidized bread, which will be "optional", between questioning the opening of another door to corruption and the disappearance of the most important material that is received through the food basket.
    And the Minister of Commerce, Atheer Al-Ghurairy, said that there is a new plan for the ministry to initiate a new culture to replace flour with samoon, indicating during a television interview that the citizen received 600 samun per month instead of flour via the electronic card, indicating that the plan will be applied experimentally in Zayouna and Mansour in Baghdad starting from the week next.  
    In a statement issued later, the ministry indicated that the study of this plan included offering the optional subsidized loaf project by replacing the share of flour with samoon or bread at the rate of 120 samoon for each person per month, or 90 loaves of bread, stressing that the implementation of this project will start with rich areas, provided that it is optional by Four nuts per person per day.
    And with a simple calculation, what a single family of 6 individuals spends, for example, to buy bread per day will be an average of 2,000 dinars (1,000 dinars in the morning and 1,000 dinars in the evening), and therefore the total that the family buys from the loaf of bread per month will be 60,000 dinars, while what The family receives it from the flour via the food basket, which is 56 kilos per month, and the price of a 50-kilo bag in the market is sold for 25 thousand dinars. 
    Thus, in theory, it would be useful to replace flour with samoon or bread, but the Ministry of Commerce did not indicate the mechanism or method by which the loaf will be distributed, knowing that the share of flour is not distributed monthly.
    A useful step amid suspicions of corruption
    Citizen Ali Youssef told Shafaq News agency, "This plan of the Ministry of Commerce is financially beneficial to the citizen in theory, but there are suspicions among many that there is corruption and the goal behind this step, especially if we know that the Ministry of Commerce failed during the last period to deliver the ration items On a regular basis, and the items of foodstuffs that the citizen receives are of poor quality, especially with regard to rice, paste, oil and chickpeas.
    He continued, "The Ministry of Commerce did not deliver the share of flour through the food basket, which is supposed to be distributed monthly since January," wondering "how will the citizens receive their share of the loaf through the ovens in the event that the flour is not distributed monthly."
    Samoun ovens: We use Turkish zero flour.. We have no time to waste 
    For his part, the owner of one of the samoon bakeries in the Karrada area in central Baghdad refused to "deal with the Ministry of Commerce in this field," indicating to Shafaq News Agency, "The bakeries work from morning until evening, and they do not have time to waste in distributing samoon for the benefit of the Ministry of Commerce."
    He added that "what is used of flour is the type of Turkish zero, and it is mixed with small quantities of other types of flour," noting that "its production of samun per bag and from Turkish brands weighing approximately 50 kilograms ranges between 600 to 700 samun, and according to the weight of the dough that is made." He pointed out that it differs from one oven to another.
    Sistani's fatwa on replacing flour with samoon   
    On this matter, citizens recalled a fatwa issued earlier by the supreme religious authority, Sayyid Ali al-Sistani, on the "legal ruling" regarding replacing flour with samoon or bread.
    The question came at the time on the official website of the reference as follows:
    Question: What is the legal position in the view of His Eminence (May his shadow be long) on ​​replacing flour with samoon or bread according to what is known to us now? Is the ruling different if the seller puts up a sign that says: (exchange with the intention of selling)?
    The answer: It is not without problems. As a precaution, it is necessary to avoid it. The way to get rid of it is to sell a bag of flour for an amount and then buy the required number of samoon or bread for the same amount.
    Ineffective solutions
    A member of the Parliamentary Agriculture Committee, Representative Thaer Makhaif, says, "The decision to replace it does not reflect planning or a vision of the societal reality, as there are those who bake at home and some of them buy it, and another section prefers fasting, so these solutions are considered ineffective, and cannot solve a problem." .
    He added to Shafaq News agency, "We see the decision of the Ministry of Commerce in this regard as unsuccessful and useless, and it will not serve the citizen, so we do not support or encourage it."
    The economist, Ahmed Saddam, stands close to what was proposed by Representative Thaer Makhaif, as he says, "The Ministry of Commerce is not one of its tasks to distribute the samoon, and setting the choice to receive the samoon or flour requires the creation of a database for those who are eligible for the ration ration, in which they are classified according to the two options of samoon and flour, For the purpose of organizing distribution, this process requires a lot of effort.”
    During his speech to Shafaq News agency, Saddam expected the failure of this experiment, proposing to leave the choice to the citizen, "Those citizens who want to fast can agree with the owner of the bakery directly without the need for a ministerial effort for that, and if the argument for this decision is not to receive the flour material from the agent in In some areas, the solution lies in activating oversight and holding the corrupt ration card agents accountable.”
    A positive decision, but with conditions
    On the other hand, the economist, Khattab al-Daman, believes that “the decision would benefit the citizen and the state at the same time, if it is applied according to the standards of integrity, honesty, and justice, and the quantities that the state gives to citizens instead of flour are appropriate and equivalent to what the citizen gets from the bakeries.” ".  
    Al-Daman indicated to Shafaq News agency, "A large part of the citizens of urban areas do not bake flour, but rather hand it over to private bakeries in exchange for bread or samoon, and this decision will shorten those steps that may be costly for the citizen."
    Among the other advantages of the decision, according to Al-Damen, is that it "will open the way for creating job opportunities for young people, by opening more bakeries to fill the demand in the process of producing bread instead of flour."
    Iraq has adopted the ration card system since the issuance of UN Security Council Resolution No. 661 on August 6, 1990, to impose an economic blockade on the country as a result of Saddam Hussein's invasion of Kuwait.
    And the Ministry of Commerce suffers from lagging in processing the ration card materials, despite its lack, after the ministry reduced the items of the card to five materials, which are supposed to reach the citizen smoothly, and the five materials include rice, sugar, paste, oil and flour.
