    Shafaq News/ On Tuesday, the Iraqi Council of Ministers canceled several decisions taken by the previous government headed by Mustafa Al-Kadhimi, while it approved several new measures, including increasing the capital of the Small Projects Support Fund.




    The media office stated, in a statement received by Shafaq News agency, that the Prime Minister, Muhammad Shia'a Al-Sudani, chaired the twentieth regular session of the Council of Ministers.

    The session also witnessed deliberation on issues on the agenda and the issuance of decisions regarding them, in addition to the issuance of a number of directives to ministers related to the work of their ministries.

    With the aim of initiating practical steps to develop the education and education sectors, in accordance with the general priorities of the government, the Council of Ministers approved the recommendation of the Ministerial Council for Human Development (23011b), regarding the approval of the National Strategy for Education in Iraq (2022-2031), which was officially launched by the Prime Minister. Yesterday Monday.

    And based on the directives of the Prime Minister in supporting youth, and in line with the priorities of the government program to reduce the unemployment rate in Iraq, the Cabinet approved an increase in the capital of the Fund for Supporting Small Income-Generating Projects, to become (1,350,000,000,000) one trillion, three hundred and fifty billion dinars, instead of (150,000,000,000) one hundred and fifty billion dinars, to cover the plan of the Ministry of Labor and Social Affairs within the government program for a period of three years, based on the provisions of Law No. (10) of 2012 to support small income-generating projects.

    And based on what was stated in the recommendations of the committee concerned with (reconsidering all Cabinet decisions, taken from the previous government, during the period of running daily affairs from (October 8, 2021, to October 27, 2022), the Cabinet approved the following:

    1- Canceling paragraphs (1, 2, 3) of Cabinet Resolution (380 of 2021).

    2- Cancellation of Cabinet Resolution (399 of 2021), regarding the appointment of two advisers to the head of the Iraqi National Intelligence Service, with the rank of (Director General).

    Committed to the fraternal ties of Iraq with its Arab brothers, by standing with them and supporting them in various circumstances and crises, the Cabinet agreed to meet Lebanon's needs for oil derivatives; To operate the electricity production plants in Lebanon, and to renew the supply agreement, with its current conditions, for an additional third year, starting from next October 2023, and the commitment of SOMO to fully supply the old contract, and to increase the old contract for black oil to 1.5 million tons annually, and to conclude a new contract for crude oil for two million tons annually.

    In order to support the Iraqi Airways Company, in light of the Prime Minister's visit to Baghdad International Airport, during which he directed to advance the reality and improve the company's services, the Council of Ministers approved the recommendation of the Ministerial Council for Economy (230105 s), which includes the following:

    1- The price of aviation fuel supplied to the Iraqi Airways General Company shall be (20%) of the price of the international bulletin with administrative downloads; Provided that the company submits an action plan to raise the level of services provided and improve their reality, by benefiting from this support, to the Ministerial Council for Economy within a period of (90) working days, after which the price will be reviewed in light of developments.

    2- The price of aviation fuel supplied to other national carriers (Fly Baghdad, Ur, and others) that is officially registered with the Civil Aviation Authority (80%) of the price of the international bulletin with administrative charges.

    3- The price of aviation fuel supplied to international foreign airlines is (the price of the international bulletin with administrative charges).

    4- Commitment to the Council of Ministers Resolution (23026 of 2023) regarding dealing in Iraqi dinars at the dollar exchange rate set for the Central Bank of Iraq.

    With regard to the energy sector in Iraq, the Council of Ministers approved the recommendation of the Ministerial Council for Energy No. (23037i), which includes the recommendation of the Central Committee for Review and Approval of the referral in the Ministry of Oil, regarding the contract of the Midland Refineries Company / Karbala Refinery Project to implement the order for supplying chemicals and agents. Assistance, oils and spare materials, by means of direct contracting with the project contractor (the Korean consortium), to sustain his work during the period following receipt, with the exception of the contracting methods stipulated in the instructions for the implementation of government contracts, according to the details shown in the letter of the Ministry of Oil, and according to the prevailing international prices.

    With regard to administrative and legal files, the Cabinet decided to form a permanent committee, headed by the Undersecretary of the Ministry of Planning for Administrative Affairs, with the membership of the Director General of the Legal Department in the Ministry of Justice, the Director General of the General Government Contracts Department in the Ministry of Planning, and the Director General of the Legal Department in the Ministry of Finance. And a representative of the General Secretariat of the Council of Ministers, whose rank is not less than Senior Legal Adviser (member and rapporteur). The aforementioned committee is empowered to take appropriate decisions to settle issues of resolving governmental disputes arising from contracts concluded between government agencies. The committee may host whomever it deems appropriate and who serves its duties.

    In the same context, the Council of Ministers decided the following:

    Profitable public companies shall bear the lawyers’ fees incurred by them from the external lawsuits, and the Ministry of Justice shall bear the lawyers’ fees for the losing public companies, and the amount shall be a debt owed by them.

    The Cabinet discussed other issues on the agenda, and issued the following decisions:

    First: Approval of authorizing the Ministry of Justice to contract with doctors and health professionals, both Iraqis and non-Iraqis.

    Secondly, the preservation of the previous cabinet decision (125 of 2022), regarding the Ministry of Interior / General Traffic Directorate concluding an investment contract with the Police Martyrs Fund; To establish a factory for the manufacture of traffic signs, as an exception from Cabinet Resolution (245 of 2019).

    Third / Approval of the recommendation of the Ministerial Council of Economy regarding excluding Ibn Sina Public Company (formerly) from merging with the General Company for Military Industries (formerly) according to Cabinet Resolution (360 of 2015) starting from January 1, 2016, until August 31, 2017, to facilitate the process Merging the financial statements with the General Company for Mining Industries, as Ibn Sina State Company (previously) is now merged with the General Company for Mining Industries).

    Fourth: Approving the combined report of the periodic reports (26) and (27) of the state parties to the Convention on the Elimination of All Forms of Racial Discrimination, and sending it to the relevant international committees through the Ministry of Foreign Affairs, according to the deadlines for submitting reports related to international agreements.
