Al-Halbousi meets Al-Sudani and declares that he does not object to changing positions

Baghdad / Tamim Al-Hassan
Amid threats that he might be removed from office, Parliament Speaker Muhammad al-Halbousi tries to close the door to trolls in troubled waters. Al-Halbousi supported the government's recent measures, which were understood, according to what is going on in political circles, to be directed against the Speaker of Parliament and his party, Taqaddam.
However, despite this, it does not prevent those close to the leader of a progressive party to talk about the existence of what they called a “conspiracy”, threatening to resign from the government.
This comes at a time when Prime Minister Muhammad al-Sudani continues to make changes in sensitive positions in Anbar, this time including the police and intelligence agencies.
Last Saturday, during the Eid al-Ghadir celebration in Baghdad, the Prime Minister affirmed that he is not interested in “pleasing any political party,” and that he “will not be flattered” at the expense of the rights of Iraqis.
The prime minister’s office heralded “many changes” that will soon take place in state institutions, according to strict standards of “integrity and experience,” according to data from Al-Sudani’s advisors.
And new understandings, according to the leaked information, were preparing for an upcoming political scene without al-Halbousi.
Observers believe that the Speaker of Parliament is still paying the price for his previous alignment with the leader of the Sadrist movement, Muqtada al-Sadr, during what was known at the time as the “triple alliance.” (An alliance announced in March last year, including al-Sadr, al-Halbousi, and the leader of the Kurdistan Democratic Party, Massoud Barzani).
Under pressure to achieve a quorum to form a government, the coordination framework that seized power after al-Sadr's retirement last summer was forced to give confidence to al-Halbousi after the latter's request to resign from Parliament.
All the framework deputies (about 180 deputies) voted in favor of al-Halbousi, before the latter embarrassed the Shiite alliance before the end of last year, and threatened to boycott the political process.
The "frame" attacked the Speaker of Parliament severely when he was an ally of al-Sadr, and rockets landed near his house in southern Fallujah, and his party's headquarters in Baghdad were bombed.
And before the New Year 2023, Al-Halbousi said that the next (current) year will be decisive for the pledges made to the partners at the time of the negotiations to form the Sudanese government.
At the time, al-Halbousi considered that “there is no point in staying in power” if the commitments that were written this time in a paper that was not publicly shown were retracted, and he called it the “political agreement paper.”
At that time, the Speaker of Parliament was pressing for an end to the file of accountability and justice, the enactment of the general amnesty law, the return of the displaced, and the resolution of the issue of the disappeared (none of these provisions have been implemented so far).
The crisis escalated after "frameworkers" accused al-Halbousi of obstructing the presentation of the budget law after it reached Parliament last March (the law was passed last month).
At that time, Al-Halbousi suddenly took two weeks off, which I understood as a means of pressure on the government: the budget in exchange for a political agreement.
After that, a new chapter in the conflict with the Speaker of Parliament began, after an unannounced agreement took place, according to what political sources say, between some wings of the "Attar" and Sunni parties to overthrow the former.
Mishaan al-Jubouri, a leader in the Azm coalition, a rival to al-Halbousi, acknowledged efforts to change the Speaker of Parliament after the budget.
A former deputy close to al-Halbousi in Anbar told Al-Mada: “The Shiite forces will not venture to confront the Speaker of Parliament on their own, because they fear that other components will interfere in the position of the Shiite prime minister.”
And he adds, “The Shiite parties are waiting for a Sunni team to form that will obtain a majority in parliament to overthrow al-Halbousi.”
After that, the case of fake real estate in Anbar sparked accusations again against the Speaker of Parliament, when it was discovered that 70,000 real estate was forged in the province.
The Speaker of Parliament met with Al-Sudani, before passing the budget, and at that time it was considered a message of calm, after news of the latter’s anger due to a series of arrests that took place in Anbar against the background of the real estate issue without Al-Halbousi’s knowledge.
However, the issue did not subside, and the escalation resumed again after the government decided to make changes in the National Security and Intelligence services to figures believed to be affiliated with al-Halbousi.
There have also been changes in locations within Anbar in the Integrity, Retirement, and Education Commissions, and other news about the imminent replacement of the governor.
The situation escalated further until information was leaked about an upcoming visit by the Prime Minister to Anbar, before the latter met once again with Al-Halbousi in Baghdad.
The most prominent thing al-Halbousi said in the meeting was his affirmation: “His full support for the changes the government is making to the security and administrative leadership.”
He added, according to the government statement, that these changes are: “within the framework of the government’s vision of comprehensive administrative reform.”
The statement also stressed that Al-Halbousi announced: "His support for the government's steps in combating corruption, which it has placed at the top of the government program's priorities."
Shortly after the statement was published, the Interior Ministry announced changes in the positions of police chief and director of Anbar intelligence.
Al-Sudani’s office stated that the latter: “He received this morning (yesterday) the new commander of the police in Anbar Governorate, Major General Muhammad Rashid Salih, and the former commander of the provincial police, Lieutenant General Hadi Rizig Kassar. He also received the new director of the Anbar Intelligence Directorate, Brigadier General Dhaher Mahmoud Yassin Al-Alwani, and the former director, Major General Raid Ahmed Al-Faris.
Al-Sudani stressed “the importance of distancing the security establishment from political tensions, and for loyalty to their country and profession to be in accordance with what their security duties require.”
Later on Sunday, the Speaker of Parliament received the old and new police chiefs and directors of intelligence.
He said in a statement that he supports "the Commander-in-Chief of the Armed Forces to make security changes and job rotation in accordance with the government's vision and program in managing the security file."
Despite al-Halbousi's messages in support of the government, a deputy from the Taqaddam party announced that her party was being subjected to a "conspiracy", and that the party was considering, by several means, resigning from the government.
Sami'a Ghallab said in a television interview that political parties had failed to make progress in Anbar and were working to "target progress."
And she considered that there is a “conspiracy against the Taqaddam Party and against the Sunni component,” and confirmed that her party “is studying all options” and that “the ministers are ready to resign.”
