    Today, Thursday (August 24, 2023) , economic expert Mahdi Dawai considered that the supervision of the ministries and the central government over projects and spending mechanisms in the governorates is important, but in return the governorates must be given some flexibility and work according to decentralization, or the strategy of “the people of Makkah know better about its people.” , indicating that the governorates are the most knowledgeable about their needs from the center.
    Dawai said in an interview with "Baghdad Today", that "the state supports and calls for decentralization in the administration of the provinces, and this system carries positives and negatives," noting that "the negatives can be summed up in the possibility of exploiting the powers in a way that leads to the plundering of public money, and the evidence for that is abundant, Therefore, decentralization succeeds with efficient and careful management of public money."
    He added, "All governorates submit their needs to the ministries of planning through official channels, and they are the ones who approve the material costs before approving them," adding, "However, the matter remains subject to transparency and the existence of oversight over the implementation of projects in a manner consistent with what was agreed upon in the project clauses."
    He pointed out that "decentralization does not mean independence, but rather it is creating a space for freedom of action in coordination with the executive and legislative departments," noting that "the people of Makkah know best about its people, which is the context that should not be absent from Baghdad in its dealings with the provinces, so the presence of control, follow-up and supervision by sectoral departments It represents an important triangle in creating strategic plans that are not devoid of local ideas that are closest to reality.
    On more than one occasion, Prime Minister Muhammad Shia' al-Sudani reiterated his criticism of the governors' choices and directions in the process of approving projects, considering that it was marred by a lot of waste by selecting projects that are not of great necessity compared to what the province needs.
    Al-Sudani stressed on all governors that the projects of their provinces be approved by Baghdad and are fully consistent with the government program and not far from it.
