    Many eyes are awaiting the actions of Prime Minister Muhammad Shiaa Al-Sudani regarding the period he set to evaluate the work of the ministers and make changes in their ranks, while the third month has passed since the end of the deadline, and no significant change has occurred from Al-Sudani, which observers described as “slumber.” The reasons are not clear. While it raised many questions about what is happening behind the scenes regarding the “deadline.”
    Reasons for delay...what are they?
    Political affairs researcher Muhammad Ali al-Hakim said in an interview with “Baghdad Today” that Prime Minister Muhammad Shia al-Sudani is unable to carry out the cabinet reshuffle, presenting the reasons for that.
    Al-Hakim said today, Friday (October 13, 2023), that “Prime Minister Muhammad Shiaa Al-Sudani cannot make any ministerial reshuffle during the coming period, because this matter is not in his hands, but rather in the hands of the leaders of the political blocs, and Al-Sudani cannot bypass them.”
    He added, "Most of the promises of Prime Minister Muhammad Shiaa Al-Sudani cannot be implemented on the ground and will remain mere promises because he is restricted by the influential blocs and parties. Therefore, they are promises and will remain promises like the promises of previous prime ministers."
    Economic challenges
    Earlier, the spokesman for the State of Law coalition, MP Aqeel Al-Fatlawi, explained the reason for delaying the ministerial reshuffle by Prime Minister Muhammad Shiaa Al-Sudani.
    Al-Fatlawi said in a press statement followed by “Baghdad Today” that “the political forces have no objection to what Prime Minister Muhammad Shiaa Al-Sudani sees as replacing corrupt or incompetent ministers,” pointing out that “delaying the announcement of the results of the evaluation committees formed by the Council of Ministers to evaluate the ministers.” And the conservatives because of the economic challenges facing the government.”
    He explained, "There is nothing official about the ministerial reshuffle," stressing that "the ministerial reshuffle will include 5 ministerial portfolios."
    He pointed out that "the replacement will include incompetent ministers, as so far no signs of corruption have been detected in the ministries."
    Political pressures
    As for the leader in the framework, Ayed Al-Hilali, he confirmed earlier, “The talk about Prime Minister Muhammad Shiaa Al-Sudani retreating from making a ministerial reshuffle within his cabinet, due to political pressures, is absolutely not true. Rather, he is determined and serious about making this amendment.”
    Al-Hilali stated in an interview with “Baghdad Today” that “Al-Sudani is still in the stage of evaluating the performance and work of the ministers, and he wanted to give them an opportunity until the budget law is approved so that there are no justifications for any minister to fail in his work, and the next stage will witness the ministerial reshuffle.”
    Information coming from the political scenes indicates that making changes is postponed until the end of the provincial council elections.
    Last April, Prime Minister Muhammad Shiaa Al-Sudani said that he would proceed with making ministerial changes according to the evaluations and the specified deadline, stressing that he would not submit to any political pressure, stressing that he would make these changes “to satisfy those who are satisfied and reject those who refuse,” he said.
    However, the 6-month deadline for ministers, which was calculated from the date of approval of the government program on December 12, should have ended on July 12, that is, about 3 months ago. However, no changes have affected the ministers so far, despite wholesale exemptions for general managers. Who were given a deadline of 3 months to evaluate their performance.
