The Directorate of Sewerage in the Holy Karbala Governorate revealed that the formal official neighborhoods approved in the Holy Karbala Governorate number (46) residential neighbourhoods, while the number of informal neighborhoods such as slums and gardens reaches (95) residential neighbourhoods, and that it does not implement any sewage project in the informal and infirm neighbourhoods. Providing services to them, except after issuing official legislation approving them and placing their designs in the relevant departments such as the municipality and urban planning.

Slums
Al-Sabbagh added, “The areas of encroachment have become numerous, and according to what we learned from the competent authorities, there are (47) slum neighborhoods, or what are commonly called (encroachment) areas, while Holy Karbala consists of (46) residential neighborhoods approved by the competent departments,” stressing the “necessity of Lifting the excess and developing official approved designs in the urban planning departments and the municipality so that all concerned departments such as electricity, water, sewage, and others can implement their projects and provide services to them officially, because the Holy Governorate of Karbala has the specificity of receiving foreign arrivals from various Arab and foreign countries for religious tourism,” he noted. “The Directorate was able to implement sewage projects in some of the bypass areas through which the lines that we work pass through, after cooperation with the District Governor, and removing all the violations is not the responsibility of the Directorate, but it constitutes a serious problem for us and for all the people of Holy Karbala, and there is a bypass connection from some slum areas.” On sewage pipes without paying their fees, while sums are collected from regularly constructed neighborhood homes, and there is also a violation of the water and electricity networks.”
