The House of Representatives is preparing to hold a session next week to choose its president after failing to complete the previous session, amid expectations of reaching an agreement this time to pass the session in the hope that the procedures will proceed without problems.
A member of the Legal Committee, Ahmed Fawaz Al-Watifi, said: “Next week will witness a session to elect the Speaker of Parliament with an agreement to complete the session, and it is possible that we will witness the withdrawal of the candidates of the previous session and begin new nominations or agree on the previous ones,” calling on the Sunni blocs to “agree on a person who has the approval of the previous session.” Partners too.”
Al-Watifi added, in an interview with Al-Sabah, that “the vacancy of the position of Speaker of Parliament means that the First Deputy will occupy his place, until the procedures are completed in accordance with the Constitution, which is concerned with electing the Speaker of Parliament by an absolute majority,” indicating that “Parliament has the right to proceed with its sessions and legislate laws.” Because voting is in accordance with the quorum for the session to be held, then everything issued by it acquires legal status, and the absence of the president has nothing to do with this matter.”
Al-Wataifi explained that “the sessions are not suspended, but the selection of the Speaker of the House of Representatives is affiliated with a component or bloc that did not object or be absent from the sessions, and therefore there will be a political consensus before the laws are approved,” noting that “the amendment to the bylaws that was proposed during the last session was not proceeded with, due to the lack of Reaching a vote or any discussion, and this matter was raised in order to obstruct the completion of the second round of electing a speaker of Parliament.”
For his part, the representative of the state forces, Ali Al-Hamidawi, told Al-Sabah: “The coordination framework will try to come up with a unified vision regarding the new speaker of parliament, who should be accepted by all national forces.”
Shaalan Al-Karim, the candidate of the Taqadum Alliance, was able to obtain 156 votes, while his competitor, Salem Al-Issawi, the candidate for the Azm Party, obtained 96 votes, while Mahmoud Al-Mashhadani, the former Speaker of Parliament, obtained 48 votes, which removed him early from the race in the second round, which did not take place.
Writer and journalist Ali Abdel Zahra expected that the Federal Court would issue a decision annulling the election session and reopening nominations again.
Abdel-Zahra told Al-Sabah: “The resumption of the session to elect a new speaker of Parliament is on hold until the case is resolved before the Federal Court to decide on the violations committed by representatives who appealed that session,” indicating that the court “may issue a decision to invalidate it.”
He added, "This decision is in the interest of the political blocs and will not complicate the scene, but rather is a means to resolve the crisis," noting that "nullifying the session means reopening the door to running for office, and here the Sunni blocs will be able to change their politically rejected candidates."
He pointed out that "the Sunni blocs decided on their new candidate, and agreed to appoint Muzahim Al-Khayyat as an alternative to Shaalan Al-Karim and Salem Al-Issawi, and voting for him will take place in a session that will be determined after the decision of the Federal Court."
