the Academics Syndicate revealed the 3 most prominent amendments to the Higher Education Law during the next stage.
The head of the Iraqi Academics Syndicate, Dr. Muhannad Al-Hilal, said in an interview with “Al-Sabah”: The union had previously met with the Higher Education Committee in the House of Representatives, and emphasized the role of institutions that support academic freedoms, commitment to academic integrity standards in selecting university leaders, and the importance of research. Scientific, noting that the most prominent amendments proposed by the union in the law is the official move to merge the Ministry of Science and Technology with the Ministry of Higher Education and Scientific Research. He added that among the proposals are also the abolition of the Technical Education Authority and replacing it with the Technical Education Council, as well as the abolition of the Computers and Informatics Authority and replacing it with the Information Technological University. Al-Hilal pointed out that there are demands to activate the provisions of the University Service Law, as the ministry’s initiative is not a blessing to the Iraqi researcher, as this is stipulated in the law, and the institution is required to support the researcher with an amount of 4 million dinars for every research published in scientific journals and journals that have an impact factor. He stated that the Ministry announced that it would grant only three million dinars to researchers to publish their research, while the amount approved in the law was 4 million, because scientific publishing in reputable institutions requires experience and spending a lot of money on scientific research, even though most of it goes to the shelves, but the process is expensive.
