The absence of the "president" does not hinder the work of parliament

Despite the absence of the original Speaker of the House of Representatives from the House for many months, his work is proceeding smoothly in terms of approving important laws, which were translated through his agendas that he announced and included a number of important laws and draft laws that touched the lives of citizens.
Political analyst Wael Al-Rikabi told Al-Sabah: “The continuation of the House of Representatives in its current state, its management by proxy, and its ability to issue any decision, legislation, or law, proves that the demand for an urgent process to elect a speaker for the council is a matter of political custom, and so that the (Sunni component) does not believe that the position that was allocated to them as a matter of political custom has been confiscated from them.”
He added, "The real situation confirms that Parliament issued several laws during the time of the Vice President, and they are important and major laws such as the National Security Law, the Prostitution Prevention Law, the 2024 Budget Schedules, and the Day of Ghadir," noting that "the House of Representatives, in practice, was not greatly affected by the absence of its Speaker."
For his part, legal expert Amir Al-Dumai stated in an interview with Al-Sabah that “according to the internal regulations of the House of Representatives in Law No. 13 of 2005, it is confirmed that it is legitimate for the First Deputy Speaker of the House of Representatives to replace the President in the event of his absence and until he is elected, provided that it is soon.”
He added, "The Federal Court's decision gave the Vice President the authority to have the First Deputy assume the duties of the presidency and gave him the powers without specifying a time period, and that the powers given to the Vice President are constitutional powers." Al-Dumaimi concluded by saying, "The laws that were enacted are constitutional laws and there is no doubt about them."
Eight months after Halbousi’s dismissal, observers believe that the disagreements have proven the Sunni blocs’ inability to choose a single figure to assume the position and the widening gap between them, which hinders agreement on a speaker for the council. Meanwhile, there is talk about the recent visit of the head of the Kurdistan Democratic Party, Masoud Barzani, to Baghdad, which contributed to a relative rapprochement of viewpoints, while emphasizing the importance of agreeing on a single candidate representing the Sunni component.
Dr. Mujasha’ Al-Tamimi told Al-Sabah: “The issue of the position of Speaker of Parliament, which has been vacant for months, has become complicated in the past few days; to the point that everyone has become convinced that Mr. Mohsen Al-Mandalawi should remain as Acting Speaker of Parliament.” He added that “the crisis is complex and linked to the Sunni component and the Coordination Framework,” adding: “The head of the (Barty) Masoud Barzani still has an important role in bringing viewpoints within the component closer together.”
Al-Tamimi continued: “Barzani was able to bring together Mohammed al-Halbousi and Khamis al-Khanjar for the first time in a long time, and it seems that Barzani proposed satisfactory and convincing solutions based on respecting the rights of the (Progress) Party, which has a parliamentary majority, and providing convincing treatments for Halbousi’s opponents for that,” and he pointed to “talk among political circles close to the (Sunni House) that there are signs of resolving the crisis by investing in Barzani’s visit.”
For his part, researcher and academic Dr. Khaled Al-Ardawi agreed with the idea of Al-Mandlawi remaining as head of the council, pointing to the division of the Sunni component.
Al-Ardawi told Al-Sabah: “Barzani’s visit increased the power of the Kurdish negotiator and his influence in the political process in Baghdad,” adding that “Barzani reiterated the constants of quotas in choosing the parliament speaker and the necessity of Sunnis agreeing on a specific figure,” noting that “the Sunni component is very divided for many reasons, and therefore it is not expected that the visit will contribute much to solving this problem.”
Al-Ardawi continued: “This visit may bring some positions closer together, but the first and final decision remains in the hands of the Sunni politicians and their ability to overcome their differences,” expecting that “the picture is ambiguous, and there are those who prefer to keep Al-Mandlawi in the position of Parliament Speaker until the end of the parliamentary session.”
