A single translator for the Chinese language.. Iraq is "locally mute" with the largest strategic partner

Shafaq News/ The Iraqi Translators Association revealed that it lacks an Iraqi translator for the Chinese language, with the exception of only one, with the country's largest strategic economic partner, which dominates most of the local imports, which amount to about 20 billion dollars annually, indicating that it has been working for ten years to secure Iraqi translators for the language of the global economy.
The only Iraqi translator of the Chinese language in the Iraqi Translators Association, Furat Jamal Al-Attabi, said in an interview with Shafaq News Agency, "In 2015, a meeting was held between the Chinese Embassy in Baghdad and the Deanship of the College of Languages to open a Chinese language department at the University of Baghdad, with the knowledge of the Iraqi Translators Association, but the Ministry of Higher Education at that time refrained from opening this department due to the lack of specialized teaching staff."
English is an alternative language
Al-Attabi added, “I presented a proposal ten years ago that included relying on Chinese professors who speak Arabic and Chinese in the form of twinning or joint cultural cooperation or something similar, and activating the subject of the visiting professor and granting graduate students a higher diploma and relying on them to establish the department, but that did not happen either because the relevant authorities made it clear at the time that the necessary financial allocations prevented that.”
He continued, "More than 1,800 Chinese companies are operating in Iraq, but the number of them officially registered with the Iraqi government does not exceed the number of fingers on one hand. In this regard, I tried to develop the issue of language in the diplomatic and protocol aspects and submitted requests for the public interest because the Ministry of Foreign Affairs, the General Secretariat of the Council of Ministers, and the Department of Decrees lack an Iraqi Chinese translator, and instead rely on the English language in the issue of cooperation with the Chinese side."
Al-Attabi continues, saying, “I tried, also for the public interest, to establish an institute for teaching the Chinese language, and to cooperate with the media offices of the ministries to nominate a group of employees to teach them the language. It is possible to develop the matter later through quick courses and travel to China to learn the language, but that did not happen.”
China translates for itself
Al-Attabi explains that “the issue of dealing with the Chinese side through the presence of an Iraqi translator is an issue related to the political, social, and economic protocol aspect and supporting the labor market. For example, the two Chinese companies (PetroChina and Sanxin) that operate in the oil fields in Iraq depend on Chinese cadres to work as translators.”
He added, "As for the other issue, it is the issue of activating trade and economic agreements, including the development path that the government has begun to implement, and it is linked to a number of ministries and agencies, which requires understanding and knowledge that necessarily require the presence of an Iraqi translator for the Chinese language."
He explained that "the Kurdistan Region has begun to understand the importance of this issue and the presence of an Iraqi translator for the Chinese language, and they have begun to establish an important economic base to support Chinese companies."
Iraqi Translators Association
In this regard, the head of the Iraqi Translators Association, Qasim Al-Asadi, told Shafaq News Agency, "The association currently has only one certified and licensed Iraqi translator who is responsible for translating most of the translation materials that the association receives in the Chinese language."
He stresses that “the number of Chinese translators in the association does not match the number of our accredited translators in other languages because the Chinese language is not taught in Iraqi universities.”
Al-Asadi added, “The Iraqi government or any government agency has not asked us before or after to provide a Chinese language interpreter at any official government event, but the government requested translators from the College of Languages at the University of Baghdad during the recent visit of Turkish President Recep Tayyip Erdogan to Iraq. If we are asked to provide a Chinese language interpreter, we will provide them with our accredited translator.”
He continues, "The association always announces the opening of courses to teach the Chinese language, and there are people who express their desire to learn this language, but the number of those who wish does not rise to the level of opening a course because they can be counted on the fingers of one hand, and their number does not reach 10 people, which is the minimum for opening any language course."
Al-Asadi says, “This number is small compared to similar courses in other languages such as English and French, which have hundreds of students, because this Chinese language is not taught in Iraqi universities.”
Iraqi Foreign Ministry
A source in the Iraqi Ministry of Foreign Affairs explained to Shafaq News Agency, "Through my follow-up in the ministry and diplomatic missions, I met many of these missions, and what caught my attention were the Chinese and Russian missions."
The source explains that "the Chinese were sending us a diplomatic and administrative staff who spoke Arabic, and the meetings with them were held without an interpreter. The entire staff accompanying the Chinese ambassador spoke Arabic. It is funny to find that they changed their names for flexibility to Ibrahim, Malik, and so on. This is something that is missing from the Iraqi side."
He continued, "We only have one official translator who is an Iraqi national and accredited by the Iraqi Translators Association, I believe, and in the Ministry of Foreign Affairs we have two or three employees who speak the general Chinese language because they were sent to China for a certain period of time and learned the language, but as I explained, they know the popular Chinese language."
The source explained that "the wide openness, economic cooperation and diplomatic representation between Iraq and China are very important and require us to have a number of translators that is commensurate with this level of cooperation."
He points out that, "For example, the number of Chinese speakers is certainly greater than the number of Spanish, Russian, or German speakers in the world, and unfortunately, there is a lack of finding a number of official Chinese translators of Iraqi nationality, not those who speak in a superficial or street language."
Russian missions
The source continued, "The Russian staff in Baghdad and all the missions in Iraq speak Arabic, including the British and Japanese ambassadors and other accredited ambassadors who know Arabic, out of their belief that this will achieve the goals for which they were sent."
He points out that "one of the Russian diplomats, for example, explained that his country's missions do not accept the presence of an interpreter for their language who is not of their nationality in any meetings held in any country in the world for certain considerations, including the purpose of covering everything in these meetings and controlling them."
The source in the Iraqi Foreign Ministry points out that, “In Russia, they have a department in the Ministry of Foreign Affairs that studies all the languages of the world, including their experience in learning the language of tribes in Algeria in anticipation of having a diplomatic representative in this part of the world one day.”
He added, "The presence of official Iraqi translators in the Ministry of Foreign Affairs is very important for both the political and economic aspects. It is important to have sworn, specialized, academic translators who know the rules of the language and not the language of the street. Rather, we should think about the local languages in all countries and not rely on the English language or the main languages only."
The source confirms that "the paradox lies in this openness to a country like China, but in return we do not have Iraqi translators, and if we do find them, they are very limited in number, while joint cooperation reaches its peak between the two sides."
Ministry of Higher Education
In light of the communication with the concerned parties, including the Department of Media and Government Communication at the University of Baghdad, one of the formations of the Ministry of Higher Education and Scientific Research, the department provided Shafaq News Agency with a number of the university’s activities regarding cooperation with the Chinese side in the academic field, including one of the meetings held on May 28 between the President of the University of Baghdad, Baha Ibrahim Insaf, and the Deputy Chinese Ambassador in Baghdad, Xu Haifeng, in the presence of the Dean of the College of Languages, Ali Adnan, where discussions were held on enhancing scientific and cultural cooperation between the University of Baghdad and Chinese universities, and the possibility of establishing joint research projects between the universities of the two countries, as well as opening a Chinese language department in the College of Languages at the mother university, and providing all requirements to facilitate the procedures for opening studies in this department.
The President of the University of Baghdad stresses the keenness of the mother university to strengthen its relations with Chinese universities, calling on Chinese students to benefit from the “Study in Iraq” program launched by the Ministry of Higher Education and Scientific Research.
Sources from the Ministry of Higher Education revealed to Shafaq News Agency that "the ministry is currently working on completing the requirements for establishing a Chinese language department in the College of Languages at the University of Baghdad through administrative procedures and meetings held for the purpose of opening this department."
Trade balance
In this regard, economic expert Mustafa Hantoush explained to Shafak News Agency, "Almost half of Iraq's oil production goes to China, as Iraq exports 45-50% of its oil production to China and then India. The Chinese side has also begun designing refineries that operate on Iraqi fuel, and the Chinese have a vision of cooperating with Iraq for the next 75 years in the commercial aspect."
He added, "Economic cooperation between the two countries has developed in various fields, including the presence of the Chinese company PetroChina in Iraq and refinery companies, and 80% of the recent licensing rounds were won by Chinese companies. The volume of the Iraqi trade balance and imports from China reaches 18-20 billion dollars annually, and even if the Iraqi industry rises, a large part of the materials imported from China will continue without stopping."
He added, "The greatest relationship between Iraq and China will be through the Faw port, which will connect the East, represented by China and India, to the West via Turkey to the countries of Europe."
Hantoush explains that “the Iraqi negotiator in this regard was weak, as he could have brought in Chinese companies to invest in the project through development, while balancing with the American side by finding American operating companies, which would have created a situation different from what it is now.”
He stressed that "Iraq lacks specialized centers for studying countries that have a great influence on Iraq, including: China, the United States, and Britain, similar to other countries in the world, including Arab countries. As a result, we live in isolation, even though we are an exporting and importing country. These centers must include capitalist minds and competencies and abandon the idea of the inevitable economy, which is summarized by the fact that China will inevitably import from Iraq and needs it. This view is wrong because every country has alternatives and is not restricted to one country or country."
