    Economy News - Baghdad
[rtl]In a remote area located 87 km north of Diyala, and within winding slopes that are difficult to access, lie four districts that some locals call the “Ali Baba” cave, a metaphor for a treasure buried in the ground for thousands of years. They hope that it will change the state of poverty in their areas, and give future generations hope for a better future.[/rtl]
[rtl]“Al-Khashm Al-Ahmar” is a gas field, and despite the strangeness of the name and its inconsistency with the nature of its wealth, it represents an “economic outlet” on which Diyala and its people build great hopes as an additional economic resource alongside the oil and gas fields spread throughout the province.[/rtl]
[rtl]The representative of Diyala Governorate, Mudhar Al-Karwi, says, “The development of Al-Khashm Al-Ahmar took place within the fifth license of the Ministry of Oil and was referred to a specialized Arab company, in the first experience of an Arab company entering the field of developing gas fields in the history of Diyala.”[/rtl]
[rtl]Al-Karwi added, “Al-Khashm Al-Ahmar is part of giant wells located in the eastern and northern regions of Diyala, with large reserves but which have not been exploited for more than four decades since their discovery, amid expectations that they will change the face of these regions through the possibility of establishing industrial cities in light of the presence of large sources of energy.”[/rtl]
[rtl]Last March, the Middle Oil Company revealed that it had begun preparing and securing the infrastructure for the two largest gas wells, Al-Khashm Al-Ahmar and Al-Kamar, in the Mansouriya field extending to the Al-Azim district, northeast of Diyala Governorate.[/rtl]
[rtl]In turn, the advisor to the Hilal Company in Diyala, the investor in the gas field, Muhammad Al-Saadi, explains that “the company is based in the United Arab Emirates, and is known for its investments in the energy fields, including the development and extraction of gas, and it is very interested in the Khashm Al-Ahmar field in Diyala.”[/rtl]
[rtl]Al-Saadi explained that “the company has developed a three-stage work plan to begin developing the field after the security services complete the surveying and securing the site in preparation for the arrival of technical and engineering teams and the rest of the equipment. Production is expected to begin in 2025.”[/rtl]
[rtl]The Khashm Al Ahmar well is considered the most famous and important gas well capable of operating the Mansouriya gas power plant to produce 700 megawatts for 100 years and contains huge reserves of high-quality natural gas.[/rtl]
[rtl]In 2023, GEO-JADE won the contract to explore, develop and produce the Naft Khana gas block in Diyala Governorate, in addition to developing and producing the Huwaizah field in Maysan Governorate, while the Sindbad field in Basra Governorate was transferred to the UEG Development and Production Company, while the development and production of the Kalabat Fajr field in Diyala Governorate was transferred to the Emirati Al Hilal Company, in addition to the Al Khashm Al Ahmar field.[/rtl]
[rtl]For his part, a security source confirms that “there is a plan to seize the land in the Khashm al-Ahmar field that actually began six months ago, and during the last ten weeks witnessed the largest combing operation by explosives control teams with support from the energy police and the rest of the supporting formations in order to secure the areas and slopes and at very long distances.”[/rtl]
[rtl]The source explained that "a force consisting of a combat regiment began to hold the field in a fixed manner around the Khashm al-Ahmar field in preparation for handing it over to the cadres of the Arab company that will undertake investment in it. All axes of the field have also been secured."[/rtl]
[rtl]He added, "There is a special operations room to manage the security file of the Khashm al-Ahmar field, which has been formed and is in direct contact with Baqubah and Baghdad in order to enhance security around the field, which is a priority, while providing all facilities for the arrival of the developing company."[/rtl]
[rtl]Deputy Prime Minister for Energy Affairs and Minister of Oil, Hayan Abdul Ghani, had stressed the importance of activating three contracts with the Emirati Crescent Company within the fifth licensing round to invest in gas in an amount of 400 million standard cubic feet from the fields of “Khashm Al Ahmar, Kalabat, and Khader Al May”, indicating that this came during the signing of the activation of the contracts for the aforementioned fields and sites.[/rtl]
[rtl]In addition, Diyala Provincial Council member Turki Al-Atbi believes that “Diyala includes several oil and gas fields, but 90 percent of them are not properly exploited. The Mansouriya field is the largest gas field in Iraq and production has not started despite the country’s need for gas to operate dozens of power plants instead of spending billions of dollars on importing gas.”[/rtl]
[rtl]Al-Otaibi points out that “attracting foreign and Arab companies to invest and develop in Diyala’s gas and oil fields is a positive start that we hope will change the economic reality of the province.”[/rtl]
[rtl]Iraq has been facing a double problem for more than two decades. While it imports gas worth billions of dollars annually to operate power plants, it burns daily what it can to secure its needs, avoid spending these billions, and protect the environment from pollution. While specialists stressed the need to invest this wasted wealth, they attributed, on the other hand, the procrastination in this file to government policy and corruption.[/rtl]
[rtl]In addition, retired oil engineer Abdullah Hadi explains that “Diyala includes seven to nine oil and gas sites, the most famous of which is Naft Khana in the far east of the province near the border strip with Iran.”[/rtl]
[rtl]Hadi is betting that “with modern technology, more accurate production figures will be available at Khashm al-Ahmar, but in the end, gas production from Khashm al-Ahmar well will change the direction of the gas file in Iraq, as it will contribute to achieving self-sufficiency and even exporting, and this is not a dream, but it can be achieved within years if the will is available and the steps to develop the current fields are completed.”[/rtl]
[rtl]On March 5, the National Investment Commission announced the signing of a license with an Iraqi company to invest in associated gas, indicating that the cost of the project amounted to 2.6 billion dollars with implementation in 36 months, while indicating that the investment in the field will be at 300 cubic meters over two stages, with 150 cubic meters for each stage, which is equivalent to a third of the gas imported.[/rtl]
[rtl]In 2010, the Ministry of Oil succeeded in forming the Basra Gas Company in cooperation with Shell and Mitsubishi, and developed a plan to invest in the associated gas from four oil fields in Basra. This alliance was able to complete 50 percent.[/rtl]
[rtl]In October of last year, Prime Minister Mohammed Shia al-Sudani sponsored the signing of a memorandum of understanding to import gas from Turkmenistan.[/rtl]
