Cabinet: Acquisition of oil lands, the capital’s “ring” road, and directives to the tax and financial control

Shafaq News/ The Council of Ministers approved, on Sunday, in its twenty-ninth regular session headed by Prime Minister Mohammed Shia al-Sudani, a set of decisions regarding electricity, investment projects, the fourth ring road of Baghdad, and some decisions regarding the Iraqi Doctors Syndicate.
The Prime Minister's Media Office said in a statement received by Shafaq News Agency, "The Council of Ministers held its twenty-ninth regular session today, Sunday, headed by Prime Minister Mohammed Shia al-Sudani, in which the general conditions in the country were discussed, and the paths for following up on the implementation of the government program according to the priorities and targets. The most important files related to development, economic and political aspects, and developments in the situation at the national level were also reviewed, as well as considering the topics included on the agenda and taking decisions regarding them."
In the field of investing our national wealth of associated and liquefied gas, the Council of Ministers approved the Ministry of Oil’s expropriation of the lands on which the Central Gas Processing Plant (CPF Gas) project will be built, within the Halfaya-Basra field, and the completion of the extension of the dry gas and liquefied gas (LPG) pipelines, in accordance with the principle of voluntary compensation; including voluntary compensation for the owners of the disposition rights, in accordance with the Expropriation Law (12 of 1981), as well as settling the rights of the owners of agricultural contracts (other than the owners of the disposition rights), in coordination with the Ministry of Oil and the Ministry of Agriculture, and identifying the lands required for its activities and requesting the termination of the agricultural relationships concluded on them, based on the terms of the contract between the contractor and the Ministry of Agriculture, provided that the beneficiary (the Ministry of Oil) undertakes to compensate the contractors for the value of the buildings and plantings, through specialized committees formed for this purpose, based on the provisions of Law (35 of 1983), and for contractors according to laws and legislation other than the aforementioned law, the compensation shall be in accordance with what is stipulated in the legislation, the rest of the agricultural legislation and according to the type of agricultural relationship.
Within the framework of the government’s program and plans aimed at addressing traffic congestion in the capital, Baghdad, the following was approved:
1- Authorizing the Ministry of Construction, Housing and Municipalities to choose the appropriate contracting and advertising method for the components of the Fourth Ring Road of Baghdad, as an exception to the instructions for implementing government contracts (2 of 2014), for the purpose of expediting the contracting and implementation procedures for the aforementioned project, as it is one of the most important strategic projects within the government program.
2- Including the technical, financial, legal and other requirements, according to the standard document with minimum limits, and with a reduction rate not exceeding (40%) from the standards of the standard documents for major works circulated by the Ministry of Planning, in a way that ensures the selection of solid and qualified companies, and avoids redirecting invitations and submitting unresponsive bids in the possibility of adopting the standard ratios, compared to the estimated cost of the project and its components.
3- All ministries and entities not affiliated with a ministry provide support for the implementation of the Fourth Ring Road project for the city of Baghdad, which is being implemented by the Ministry of Construction, Housing and Municipalities, and consider all aspects related to implementation as a top priority.
The office pointed out that "in continuation of the approach and steps of tax reform, the Council of Ministers approved the recommendations and minutes of the meeting of the Higher Committee for Following Up on the Implementation of the Third Tax Reform, taking into consideration the observations of the Legal Department in the General Secretariat of the Council of Ministers."
According to the statement, the Prime Minister directed "the adoption of the mechanism proposed by the Federal Financial Supervision Bureau to calculate the amount of the late payment fine on the companies implementing the Rusafa Water Project."
The Council of Ministers continued to consider the proposals and working papers submitted by the unions and federations. As part of the periodic hosting of union leaders and heads of unions, the Council hosted the President of the Iraqi Doctors Syndicate in its session today to discuss the paper submitted by the union and the proposals included therein. The Prime Minister directed the following:
1- Reappointing resigned doctors or those who left work in the Ministry of Health, in the grades allocated to the Ministry within the 2024 Budget Law.
2- The Ministry of Higher Education and Scientific Research, in coordination with the Ministry of Health and the Iraqi Doctors Syndicate, shall prepare a study to expand admission to postgraduate studies within Iraq for medical specialties, according to the available capabilities for the next academic year.
3- The Ministry of Health shall coordinate with the Ministry of Higher Education and Scientific Research to prepare training programs for doctors outside Iraq.
4- The Ministry of Higher Education and Scientific Research shall stop the establishment of medical colleges and departments in current or future private universities and colleges, in accordance with the approved standards, and it shall be referred to the Ministerial Development Council to be submitted to the Council of Ministers.
5- The Inspection Department of the Ministry of Health, in coordination with the Iraqi Doctors Syndicate, shall monitor the work of health institutions operating in the private sector, established in accordance with the Federal Private Health Institutions Law (25 of 2015).
6- The Ministry of Health shall coordinate with the Doctors Syndicate to study amending the Federal Health Institutions Establishment Law (25 of 2015).
Following up on the electricity projects by the Council, the session witnessed the approval of the recommendation of the Ministerial Council for Energy (24060 T) for the year 2024, regarding a letter of guarantee for the expansion project of the Al-Haidariya power station in Najaf Al-Ashraf, which included approval of the request of the implementing company to use its own financial resources deposited in Iraqi banks, which cannot be disposed of currently, and the financial payments due to the aforementioned company from the Ministry of Electricity from previous and current projects, and to reserve them as a letter of guarantee to complete the expansion project, provided that the project is listed with the Ministry of Planning for the year 2024.
The Council approved the recommendation of the Ministerial Council for Economy (24193 Q) regarding the purchase of damaged or defective electrical wires and cables from the Ministry of Electricity, which included approval for the purchase by the General Company of Ur/one of the formations of the Ministry of Industry and Minerals, of the aforementioned materials from the Ministry of Electricity and all its formations, in exchange for a price agreed upon between the two parties, provided that it is transferred as revenue from the Ministry of Electricity to the Ministry of Finance, and that the aforementioned company bears the responsibility of sorting and loading the waste, provided that it is used exclusively in the manufacture of cables, taking into consideration the opinion of the Legal Department in the General Secretariat of the Council of Ministers.
The Council followed up on the investment housing projects, as part of the government program’s priorities, and decided to approve the following:
1- The project (horizontal and vertical residential complex for employees of Al-Karama Factory) is considered one of the strategic projects, based on the powers of the Council of Ministers stipulated in the amended Investment System (2 of 2009).
2- Authorizing the National Investment Authority to grant an investment license for the above investment project, based on the provisions of the Investment Law (13 of 2006) as amended, provided that the Board of Directors of the Military Industries Company approves the investment as the entity responsible for drawing up the financial and administrative policy of the company.
3- The relevant authorities shall change the type of the plot of land numbered (1/6 m 28 Tajyat) on which the project in question is to be established, with an area of (266 dunums), and owned by Al-Karama General Company; from agricultural to residential in accordance with the law.
4. Removing the encroachments on the land of the aforementioned project through coordination between the Military Industries Company and the Baghdad Operations Command, and handing over the land to the investor within (30) days from the date of allocation, free of concerns, based on the system for selling and renting state and public sector real estate and lands for investment purposes and building on them (6 of 2017).
5- Referring the issue to the Ministry of Construction and Housing/New Cities Implementation Authority, for the purpose of negotiating prices and the state’s share of free housing units.
As part of the government’s ongoing approach to addressing the problem of stalled projects, it was approved to increase the reserve amount and the total cost of the component (rehabilitation and furnishing of the Ashurbanipal Library and the Institute of Cuneiform Studies) at the University of Mosul.
Regarding economic reform, the Council approved the draft law to cancel the law ratifying the Economic Unity Agreement between Arab States No. (169) of 1963, and referred it to the House of Representatives, based on the provisions of the Constitution.
