Minister of Planning, Mohammed Ali Tamim, announced that the numbering and enumeration operations for the general population census will start at the end of this July and will continue for two months, and that 130,000 researchers will participate in the census process.
Deputy Prime Minister and Minister of Planning, Mohammed Ali Tamim, chaired an expanded meeting yesterday, Monday, for governors, their deputies and representatives of local governments, during which the governorates' preparations for conducting the general population and housing census scheduled to be implemented on 11/20/2024 were discussed. The ministry stated in a statement that "the meeting discussed the project plan within the regional development program, the rates of completion and the difficulties facing the implementation of these projects, and the measures taken regarding the release of spending to the governorates," indicating that "the meeting was attended by the governors of Baghdad, Basra, Anbar, Najaf and Diwaniyah, while the deputy governors of the remaining governorates, the undersecretaries of the Ministry of Planning, the head of the Statistics Authority, the national advisor for the census, and a number of directors general in the ministry attended."
Tamim called for "providing and completing all requirements for the success of the census project, due to its great developmental importance, because the success of the census will contribute to achieving justice in the distribution of wealth between the governorates, by indicating the development gaps, and removing injustice from them by stating the accurate and real numbers of the population of each governorate."
He stressed that "the population census project is a national project that requires everyone's participation in its success, at the level of ministries, governorates and citizens," stressing "the importance of the media's role in defining this importance, and clarifying the role of researchers and enumerators who will implement the census electronically, whose number will reach more than (130) thousand researchers and enumerators from teaching staff, employees and graduates. The first batch of them is now being trained, who will undertake the numbering and enumeration operations that will start throughout Iraq on 7/31/2024, and will continue for two months, and then the other batches will be trained to conduct the general population census." He pointed out that "the initial results of the census will appear within 48 hours, while the detailed data will appear within a few weeks." The ministry had previously announced that the population census will not include Iraqis residing abroad, and will be limited to Iraqis inside the country, which raised a question about not including Iraqis abroad in the census on the one hand, and on the other hand, including them "legally" by participating in the elections. In this regard, the spokesman for the Ministry of Planning, Abdul Zahra, said: Al-Hindawi, in an interview with Al-Sabah: “According to the standards of global population censuses and according to the definitions and descriptions set by the United Nations for population censuses, the census includes the population within the country’s borders, both indigenous and non-indigenous people working in the country.”
“As for the participation of Iraqis living abroad in the elections and not being included in the census, the participation of Iraqis abroad in the elections is something different. The freedom of choice to participate in the elections or not is based on their opinion, on the one hand. On the other hand, the census requires details and characteristics related to family members of different ages, not just the number, but their living characteristics in the field of health, housing, education, income and other various services in order to develop plans and policies to change the reality,” he added. “There are also difficulties that we may face if a population census is conducted for Iraqi communities abroad; they are spread across all countries of the world, and therefore it is not easy to reach all countries according to the census requirements, in addition to the high costs that require providing data, and these are major difficulties
