    Baghdad Today - Sulaymaniyah
The former Secretary-General of the Ministry of Peshmerga, Jabbar Yawar, commented today, Sunday (September 1, 2024), on the delay in the unification of the Peshmerga brigades.
Yawar said in an interview with Baghdad Today that "the process of unifying the Peshmerga forces began with the formation of the first government in the region and the formation of a ministry called Peshmerga Affairs, which was formed in 1992," indicating that "a group of laws specific to the Peshmerga were approved, including the Peshmerga Retirement and Service Law, the Disability Law, and the Honor Law, but unfortunately after there were problems between the two main parties in the nineties of the last century and the government split into two governments and the Peshmerga into two ministries."
He added that "after the reconciliation between the two parties, the government was merged again until 2003, and the Peshmerga remained two ministries until 2009," noting that "after the unification of the two ministries into one ministry, but since that time, negotiations and steps are still ongoing for the purpose of unifying the Peshmerga brigades affiliated with the two parties, and the ministry's office and training centers have been formed, but the unification process has stopped or is slow."
He pointed out that "the political problems that occurred between the two parties and the ISIS occupation of a number of provinces led to the halt of the Peshmerga unification process," adding, "But after 2018, and with the support of the international coalition advisors, the unification project and reform of the Peshmerga forces returned."
He continued, "The advisors are helping the Peshmerga forces to unify their brigades, but until now there are still forces affiliated with the Kurdistan Democratic Party, and others affiliated with the Patriotic Union," stressing that "the most important factor that led to the delay in the unification process is the political factor and the differences between the two parties, and currently there are demands and pressures from the international coalition and the Iraqi government to unify the Peshmerga forces, so that the federal security forces deal with only one force."
According to the Iraqi constitution adopted in 2005, the Peshmerga forces are part of the national defense system and are specific to the Kurdistan Region of Iraq, although their armament is limited to light and medium weapons.
