CPA's decision came 68 for the year 2005 introduction of the National Security Council an important new step in the quest to improve international mechanisms and decision-making processes of the security and political leadership in Iraq. This decision comes in the context of the restructuring of state institutions and developed in response to changes in the international environment and the local and regional surrounding Iraq. Iraq were not in day state marginal, and therefore it becomes a duty to fill this role in an effective and influential, that the Council is not interest in the security aspect only and that the main role of the National Security Council in charge to establish a regulatory mechanism to support the process of decision-making in the two policies both internal and external, and experiences of other countries stating that it can not be separated between security and diplomacy, and that the concept of a broader and more comprehensive security from a purely security issues, the main decision for the stability and development of any country.
That is why the National Security Council is the main platform for decision-makers (political security) Iraqi state and the focus of attention of national security and foreign and domestic policy with the help of his advisers and members of the Council. It functions to develop an effective mechanism to create a state of coordination between the various organs of the sovereign state and its institutions in order to develop an effective policy on both internal and external Therefore, the task of the Council is basically an advisory and not executive
One of the functions of the Council also provide a comprehensive view of the interests of the state and an assessment of the risks and challenges they face. That is the draw strategies necessary to give the state the flexibility and the ability to deal with changes in the internal and external environments. As well as coordination between the relevant state institutions and among decision makers.
