He pointed Mamouri," there is an investigation in most projects, the large collusion between the concerned authorities and companies, as there is a project completion rate which does not exceed 30%, but the recipient of funds 60% or 70% , although he only 30% has been done and this is a great complicity and corruption ofadministrative clearly between the institution and beneficiaries with the executing companies. "
