Ezzat and the Ministry of Commerce, the abolition of exemptions contracts instructions and the late arrival of the financial allocations and the failure of bidding for the 2016 reason for the delay in food processing in the vocabulary of the ration card.
According to a ministry statement received by all of Iraq [where] a copy of it, making clear "that the abolition of exceptions, all of the instructions and implementation of government contracts to build on what was in the reforms package and the commitment of the ministry to provide food vocabulary through tenders exclusively delayed these mechanisms more than two months until the arrival of materials to the provinces stores as well as other reasons stand in the way vocabulary processing on a regular basis to the citizens. "
The statement quoted the Director General of the General Company for Foodstuff Trading Kassem Hammoud was quoted as saying that "the delay that gets in the food vocabulary processing within the ration card behind it for many reasons, the most important of late receipt of financial allocation from the federal budget for 2016 because of the lack of processors participants offerings meet the tender conditions and according to the controls and instructions. "
He added Hammoud, also, that "the ministerial void that has been part of the reform plan and the lack of a responsible party for issuing decisions and approval was another obstacle and a major reason for the contract signing contracts within the legally required mechanisms."
He pointed out that his company "will provide the basic vocabulary, such as sugar, through a contract with the sugar plant Union Babil province after obtaining the approval of the General Secretariat of the Council of Ministers as well as other contracts of oil material through the mechanics of contracting developed with neighboring countries."
