    BAGHDAD,— A high-level Kurdish delegation led by KDP party leader Massoud Barzani arrived in Baghdad Thursday morning for negotiations with Iraqi leaders on a range of issues, including budgetary disputes between the two capitals and a roadmap for the post-Mosul offensive.
    The delegation top officials from the Kurdistan Democratic Party (KDP), Patriotic Union of Kurdistan (PUK), and secretaries of the Kurdistan Islamic Union KIU and the Socialist party.
    Mustafa Chawrash, told Rudaw that the PUK delegation includes Kosrat Rasoul Ali, first deputy of the PUK, Mala Bakhtyar, head of the PUK politburo, and Sheikh Jaafar Mustafa, PUK Peshmerga commander” “Also Salahadin Bahadin, the head of Islamic Union KIU, and Mohammed Haji Mahmoud, head of the socialist party, will join the delegation to Baghdad,” he added.

    The Change (Gorran) Movement and the Kurdistan Islamic Group (KIG) refused to participate in the delegation headed by Massoud Barzani.
    Gorran Spokesman Shorish Haji told NRT on Wednesday his party was not invited to join the delegation.
    “Neither the [Kurdistan Regional] Government nor a political party has invited Gorran,” the spokesman said. “We won’t participate in the delegation.”
    Similarly, KIG Spokesman Rebwar Hamad told NRT his party would not participate in the delegation because Baghdad needs a delegation created by “legitimate and legal” institutions.
    “Several times, the delegation visiting [countries] outside [the Kurdistan Region] was political, they couldn’t represent the representatives of all the parties and the legitimate and legal institutions of the Kurdistan Region.”
    Barzani and the delegation will meet with Iraqi President Fuad Masoum, Iraqi Prime Minister Haider al-Abadi, the leader of Iraq’s Islamic Supreme Council, Amar al-Hakim, and other officials, to discuss the liberation of Mosul, and Erbil-Baghdad relations.
    Muthana Amin, a Kurdish parliamentarian in Baghdad, told Rudaw that the makeup of the delegation was a chance to close the rift among Kurdish parties and an opportunity to ask Baghdad for the monthly Kurdish budget it has blocked.
    “The Kurdish political differences should not matter at this point and what is important is that we must pursue people’s salaries in Baghdad,” Amin said.
    A statement from the office of Kosrat Rasul Ali, deputy secretary general of the PUK, said that the delegation will be seeking a solution for all disputes between Erbil and Baghdad, chief among them salaries of government employees.
    “They will negotiate for a solution for salaries of civil servants and creating a suitable roadmap to fulfill the political ambitions of the Kurdish people, based on a mutual understanding,” said the statement.
    The statement from Rasul, who is a member of the delegation, said that “The priority of the delegation will be to raise the questions of Kurds’ right to self-determination and a chance for Kurdish unity.”
    The Kurdish President’s visit to Baghdad comes at a time when Iraqi troops, Kurdish Peshmerga and coalition forces are gearing up for a major offensive to drive the Islamic State (IS) from Mosul.
