Baghdad accepts to negotiate with Erbil at the level of technical committees
Baghdad / Mohammed Sabah
The Federal Government and the Kurdistan Region continue to discuss several files, in particular the Border and Airports Administration and the salaries of the region's employees. The technical committees of the Secretariat of the Council of Ministers invited the technical committees in Kurdistan to visit Baghdad to discuss technical problems.
Kurdish parties describe these efforts as a waste of time and differences will not be resolved. She accused the prime minister of escaping from sitting at the dialogue table with the Kurdistan Regional Government. The military technical committees of government had negotiated with Kurdish committees late last October to agree on the deployment of federal forces at the crossing Vishkhabor and some areas of eastern Nineveh. However, these committees failed to reach concrete solutions.
The President of the Republic, recently, the launch of an initiative for dialogue between Baghdad and the Kurdistan region, but did not receive the acceptance of the Prime Minister, who boycotted the presidencies hosted and sponsored by the presidency last week. Saad al-Hadithi, a spokesman for the prime minister, told (the extent) yesterday that "the technical committees of the government invited the technical committees of the Kurdistan Regional Government to discuss the management of the border file as well as the aspect of salaries of employees of Kurdistan." He stressed "the existence of communication between the federal government and the region in respect of some issues to be discussed at the technical level." "We are waiting for an upcoming visit to the technical committees of the Kurdistan region to Baghdad to sit with their counterparts of specialized technical committees representing the federal government." He explained that "technical committees in the General Secretariat of the Council of Ministers are invited to the technical committees by the Kurdistan region."
The President of the Republic Fuad Masoum has called, in a television interview, to resolve the crisis between the region and the federal government through technical committees, and overcome the sensitivity of the meeting between the Prime Minister and the President of the provincial government.
In turn, MP Mohammed Osman, a member of the Patriotic Union of Kurdistan, that "begin negotiations between the federal government and the Kurdistan region in the coming periods," stressing "the presence of US and Western pressure on the parties to resolve their problems." Abadi requires the territorial government to declare its commitment to the decision of the Federal Court, which provided for the unconstitutionality of the referendum, and refused to declare the region respect for the decision of the judiciary. Osman said in a statement to (range) yesterday, "the meeting of the three presidencies last called on the government to enter into negotiations with the Kurdistan Regional Government to resolve all the problems and differences." But he added that "there are no dialogues and negotiations on the ground."
He said MP from the Patriotic Union of Kurdistan that "the President of the Republic Fuad Masoum presented an initiative to start dialogue and resolve outstanding problems between the federal government and the Kurdistan region according to the Constitution," but he felt that "the federal government is not serious in resolving differences with Kurdistan."
In his last weekly press conference, the Prime Minister stressed that the government has started to pay the salaries of the water resources workers in the region and to check the salaries of the ministries of education and health. "It cost us money to go to the territory to check the salaries of all employees." "The Kurdish MP from Kirkuk that" the President of the Republic Fuad Masoum Abadi handed over his initiative during the past days, but the latter has not responded to this moment, as well as the Kurdistan Regional Government. "
For her part, MP Ashwaq dry, a member of the Kurdistan Democratic Party, that "the Kurdistan Regional Government with legal dialogue and constitutional."
She added dry, in a statement to (range) yesterday, that "the federal government did not respond to all the calls of dialogues launched by all parties and parties to resolve the outstanding problems with the Kurdistan region."
A member of the Kurdistan Democratic bloc that "the government did not respect the decisions of the three presidencies, which were issued at the last meeting, which stressed the end of all problems between the federal government and Kurdistan." "Al-Abadi avoids sitting at the dialogue table at the moment," she said.
On the invitation of Baghdad to negotiate at the level of technical committees, says the Kurdish MP that "the government is not ready for dialogue, how will negotiate the Joint Technical Committees on the thorny and controversial?" "These calls are a waste of time unless Abbadi specifies the dates of negotiations and dialogues," she said.
A member of the Kurdistan Democratic bloc that "the delivery of airports and border crossings are subject to negotiation between the federal government and the Kurdistan Regional Government and the application of the Constitution without selectivity."
