    [rtl]Between the promises of politicians and the suffering of millions, the housing crisis and the spread of the phenomenon of slums continue in all Iraqi cities, especially in the years that followed the American occupation in the year 2000 and now.[/rtl]
    [rtl]Baghdad is in the forefront of about a thousand random areas followed by Basra to the south and Kirkuk to the north, and owned by the state's territory by eighty-eight percent, while representing a twelfth percent of the private sector.[/rtl]
    [rtl]While the Ministry of Planning recognizes the existence of more than three million Iraqis in more than three hundred and seven hundred random areas, parliamentarians carry successive governments responsible for exacerbating this phenomenon and its erroneous policy in resolving the crisis and not caring about the provision of housing units.[/rtl]
    [rtl]The phenomenon of slums, according to experts in planning is a public issue that threatens many risks, most notably the destruction of urban planning of cities and affect the lives of citizens through instability and make their areas vulnerable to be the focus of high rates of poverty in Iraq.[/rtl]
    [rtl]Slums also provide a fertile environment for the emergence of isolated communities that are cut off from environmental regulation and the increase in violence, crime and aggressive behavior as well as drug abuse and addiction.[/rtl]
    [rtl]Slum dwellers are hoping for parliamentarians who promised during their election campaigns to own slums and work on a bill to parliament calling for the revival of housing loans and the distribution of land to state employees with low incomes.[/rtl]
