The semi-annual report of the government of Abdul-Mahdi: the completion of 44 projects and stopped 129 because of funding and the security situation

Baghdad / Wael Ne'ma
Prime Minister Adel Abdul-Mahdi is close to achieving his "idealism" with his ambitious government program during the first six months of his cabinet, according to his semi-annual assessment, just two days after he cut his cabinet posts to just one portfolio without a minister. In October 2018.
Only 20%, or a little more, is unless the government of Abdul-Mahdi has been able to accomplish since he became prime minister so far, at a time when the opponents of the Prime Minister report that it is laughable due to high implementation rates.

The government of Abdul-Mahdi was unique from the political process, as it is the first time since 2005 to choose a prime minister did not enter the electoral competition, and does not have a block in parliament.
The nomination of Abdul-Mahdi for the post has come in accordance with new standards occurred in Iraq after several experiments "unsuccessful" in the administration of the government, according to the selection of an independent figure to get rid of the pressure of a party or a mass, although some political parties fundamentally doubt the independence of Prime Minister party.
The semi-annual report of the prime minister confirms that he managed to get rid of the restrictions and within a short period of time managed to hit 80% of the plan for the first six months of his government's life, although the report says that he implemented only 44 out of 1,065 projects!
The report is lengthy, consists of 203 pages and contains a lot of details about the work of ministries and projects and rates of achievement, and graphs showing the increase in the pace of work, and the reasons for failure in some joints.
The achievements of the first half year of the government included 24 ministries and independent bodies. The highest achievement was the ministries of foreign affairs and transport followed by justice, the least of which were the ministries of oil, defense, interior, water resources, finance, migration and displaced persons, and reconstruction and municipalities.
On the other hand, Hassan Fadam, a member of the opposition al-Hikmah bloc, comments on the report, saying it is "funny and disappointing."
The opposition MP questioned the rates of achievement presented in the report. "If the government does not recognize its mistakes, how will it deal with them in the first place?"

"The government is still considering the situation as rosy and Iraq is progressing well on the map and the specific timing," he said.
Abdul Mahdi justifies
But Abdul Mahdi, according to the report, did not hide the existence of lingering in some ministries and projects. The report said that 203 projects were less than expected to be completed out of the total projects (1065 projects), compared to 689 projects are still ongoing, and stopped 129.
He attributed the failure of some projects or failure to complete them on time, despite the assertion that security was "solid" during the recent press conference, the lack of sufficient funds for some projects, the delay of the companies in charge, or the delayed approval of the Ministry of Planning on the plans of some ministries .

"This is a new step in Iraq," Abdul Mahdi said on the night of the report's release. "The talk about the government program has been structural and without clear statements."
He added in his weekly conference that "the government program is very clear, and makes the government accountable to the public opinion and the House of Representatives and the media, in real terms and not words transient, specific rates and specific minutes we try to proceed as available."
The Prime Minister presented six months ago what he called "the curriculum of the ministry", the government's plan in four years, and the work division into three dimensions: short of 3-6 months, average from 7 to 18 months, and longer than 19 to 48 months and more .
A month later, Abdul Mahdi presented the details of the work, in a 130-page report, in which he sought to complete 7,000 service projects in several fields.

In the first day of the government, the opening of some streets and part of the Green Zone, which was included in the second phase according to curriculum (between 7 to 18 months), the most prominent achievements of Abdul Mahdi.
At the time, the prime minister kept his promise not to travel outside the border before the first 100 days, while the foreign relations file on the second day received the most attention from the government's efforts, which was evident in the semi-annual report.
Completion rates of ministries
The report confirms that the Ministry of Foreign Affairs has achieved all its goals, which are 15 projects, most notably improving the conditions of Iraqis abroad, and facilitate the granting of visas to foreigners, and give priority to regional relations.
In contrast, the Ministry of Defense, which remained vacant from the position of minister in the first half of the life of the government, achieved only 6 projects out of 19, compared with only two projects for the Ministry of Oil from 26 projects, 6 projects out of 91 for the interior (vacant throughout the report) Out of 17.

The Ministry of Finance has implemented only two projects out of 90 and 15 out of 22 for the Ministry of Planning, compared with two out of 20 projects for trade, 6 out of 10 educational projects (no minister so far) and one out of 82 projects for science and technology.
The report said that the Ministry of Justice has achieved 8 projects out of 9, although it was without a ministry during the past six months, 11 out of 56 for health, and 17 out of 21 for the Ministry of Labor, compared to only 7 out of 57 for the Ministry of Industry.
The Ministry of Agriculture carried out 17 projects out of 23, while the Ministry of Transport carried out all the targeted projects in the first six months of the government. In contrast, one project of the Ministry of Communications out of 7, two out of 215 projects for the Ministry of Construction and Municipalities, .
The water resources achieved 17 out of 75 projects, two projects of 41 for culture, 5 projects out of 21 for the Ministry of Immigration and one orphan project for the Baghdad Municipality out of 4, and eight for the Central Bank.
