The Council obliged the said authorities to settle the salaries of the employees with a contract immediately or the contractor or the employee to open a bank account. The salary shall be deposited exclusively. Mentioned.
According to the decision, after the localization of employees' salaries and inventory numbers, the Ministry of Finance shall provide the required allocations in the General Budget Law / 2020 and the concerned ministries shall continue to transfer the workers to contracts on the temporary owners provided that the financial differences will be disbursed after the approval of the Budget Law / 2020. The Council commits ministries and entities not affiliated with the Ministry and the governorates not to employ contractors or new daily employees for work that can be announced to the private sector in a general contracting (such as cleaning streets, schools, hospitals and hospitals). Maintenance and development of external public roads between governorates and furnishing them, erecting and managing scales in public roads, operating and other works), provided that the contracts are concluded in a transparent and highly competitive spirit, through following one of the contracting methods stipulated in the Government Contracts Instructions No. 2 for 2014 or partnership contracts

The contractor may work in the private sector provided that this does not entail a conflict between the two parties or the parties in which he works, without prejudice to their retirement obligations. The decision also stipulates that the contractor's salary should be paid for two months when the contract is terminated for reasons not related to it, linking the wage he receives with his skills, technical competence, productivity index and the service provided. The conditions of the contractors shall be adapted in a manner that applies to permanent staff in accordance with the laws and decisions in force regarding their equal rights and duties, including resolution No. 603 of 1987. The Ministry of Finance is working to include the draft federal budget law for the fiscal year / 2020, which allows permitting employees of permanent owners to approve their departments of non-doctors and university professors to retire provided that they have a real employment service (15 years and more) without restricting their age by 50 years, and allow staff owners Permanent contract staff under the age of 55.
The above-mentioned paragraphs and the staff members shall be accorded to the permanent owners who enjoy the five-year leave who move to work in the private sector upon their final transfer from that sector and sever their links with the public office.
First: The disbursement of their retirement rights with the exception of the provisions of Article (21 / First) of the Retirement Law No. 9 of 2014.
Second: grant them a piece of land with an area of 300 square meters in city centers and 350 square meters in the districts and districts, provided that he is not a former beneficiary and 200 square meters to the former beneficiary for one time only.
Third: Granting them a loan of 200 nominal salaries with an interest rate not exceeding 4% of the banks residing therein.
Fourth: Give them a reward equivalent to the salary and allotments in full for the last two years, provided the provision of financial allocations.
Fifth: Grant them a loan from the real estate bank for the purpose of construction or to buy a house.
Sixth: Increase the pensions by 10% of their nominal salary (retirement age 63 years), provided that the beneficiary pays the differences in pensions.
In addition, the Council canceled its previous decision No. (12 of 2019), and paragraphs (1 and 2) of the [url=https://www.alsumaria.tv/Entity/1122135457/%D9%85%D8%AC%D9%84%D8%B3 %D8%A7%D9%84%D9%88%D8%B2%D8%B1%D8%A7%D8%A1/ar/]Council of Ministers[/url] Resolution No. 105 of 2019 and instructed the Ministries of Finance, Labor and Social Affairs to prepare controls and instructions to implement this decision and review it every six months.
