    "The job number will give us a detailed and clear picture of the level of employees in Iraq, in terms of number first, financial entitlements, secondly, and other details related to the employee's career, whether it is related to his academic achievement or his job level," the ministry’s spokesman, Abdul Zahra Al-Hindawi, said in a press statement.     According to Al-Hindawi, this project will include "granting a job number to each employee, which is a code. Once you enter it, you will find all the details for this employee, from the moment he enters the job until he is referred to retirement and the same number remains with him."
    According to the Ministry of Planning, the project aims to know "the real and accurate number of the Iraqi employee. There is a problem facing the state, represented by the large number of employees. We are talking about millions of employees involved in state departments."
    Al-Hindawi attributed this problem to "the inaccuracy of the data, as it puts us in front of a big problem embodied in the freedom of huge monthly and annual financial expenditures. Therefore, we need such a database."
    Regarding the beginning of the job number project, he confirmed that the Ministry of Planning started with it since 2017, adding that "in past years there was no good response by state institutions, which led to the delay of the project," noting that "the Council of Ministers issued a decision at the end of 2020 mandating Ministry of Planning to complete this project. "
    The committee formed at the instructions of the Minister of Planning began to present its recommendations to the Presidency of the Council of Ministers, and these recommendations were issued, while another committee headed by the head of the Central Statistics Authority was formed with the membership of representatives of the Ministry of Finance, the Interior, Communications, the Prime Minister’s Office, the General Secretariat of the Prime Minister and the Office of Financial Supervision. According to Al-Hindawi.
    The planning spokesman said, "This committee has started its work and has come a good way so far, and we have reached more than 2.2 million job numbers from all state institutions," pointing out that there are "mobile teams from the Central Statistics Agency that visit ministries and governorates for the purpose of training cadres in The ministry and the preservation of how to complete the data. "
    Al-Hindawi praised "the state institutions dealing in this direction," describing this cooperation as good, and it is hoped that "there will be a practical experience to test the system in the Ministry of Education in Baghdad, to find out the technical problems and challenges facing the project, after which it will be implemented and obligate all state institutions to work."     Last week, the Prime Minister directed all ministries and institutions "to expedite the provision of the Ministry of Planning with the data of its own employees," according to Al-Hindawi, adding that "after that, the employee's salary will be linked to this project and the platform," stressing that "the institution that does not provide data for its employees will stop their salaries."
    Regarding the objectives of the project, a spokesman for the Ministry of Planning explained that one of its goals is "the detection of double-payers, and we have a problem in this case in a number of state employees, there is a double in their salaries, and the problem of fictitious or alien employees", adding that "the result will be revealed by the system all of these."     Al-Hindawi revealed the Ministry of Planning’s procedures to "issue a unified national card for all state employees who do not have it, so that there is a link between the new employee system and the unified card system, to take advantage of biometric data."
    The data will include, "the full last name, the full name of the mother, the academic achievement, the amount of the salary that the employee receives, the grade within the salary scale, and the position the employee occupies (manager, assistant director, foreman, etc.)," ​​according to Al-Hindawi, noting Until "this is the basic data, and then the biometric data related to the person."
    And he considered that "in light of this accurate and detailed information, it will be difficult to have negative cases, such as double salaries, or fictitious employees, and it will also help the state to have a serious picture of the amount of salaries it needs in the coming years to set a financial plan in this aspect."
    During "the next few weeks, during this month or next month, an experiment will be launched in the Ministry of Education to test the system and identify the challenges and problems. After that, we will address the expected problems, and then apply it to all ministries," according to Al-Hindawi, pointing out that "now there is work, and it is assumed." By the end of 2021, the system will be completed and fully operational for all state institutions. "
    He divided the project into two phases, the first “will include the employees who are on the job, and when it is completed by the end of the year we try to go to the second phase, which concerns retirees,” adding that “at the end of the day, future retirees will have such a number.” “We need the end of the year to complete all employees".
