The Supreme Judicial Council published an annual statistic that "Judicial institutions have placed about 44 billion Iraqi dinars in the state treasury, which is the outcome of its revenues for the past year from lawsuit fees, fines and trusts."
She added, "The Supreme Judicial Council collects its revenues from the collection of fees, trusts and stamp fees, which are deducted through receipts for fees in the courts and departments affiliated with the Supreme Judicial Council."
For his part, Director of the Budget Department in the Council, Issam Abbas Abdel-Majid, said: “The judiciary’s revenues for the year 2020 amounted to more than 43 billion and 868 million dinars,” indicating that “these sums were collected from the fees of cases and fines, in addition to the fund's secretariats.”
And he continued, "What is being levied is a sovereign fee imposed by the rule of law, and there has been no change in it with the increase in consideration of the Iraqi citizen."
He promised that "the judiciary is one of the state institutions that finance the public treasury," and added that "we do not spend anything from our revenues, but rather goes to the state treasury."
He stated that "not to increase the trusts and sovereign fees imposed by the judiciary by virtue of the law in consideration of the citizens," noting that "many procedures used to cost the budget money that the judiciary’s affiliates reduced to voluntary work initiatives."
Essam asserted that "the Financial Supervision Bureau receives our final accounts for the past year within the scheduled period, with high achievement rates," while noting that "the budget for the Supreme Judicial Council is prepared based on the expected needs of the Council and the courts, and then it is voted on in the House of Representatives after discussion."
He stressed that "the judiciary was keen to reorganize the budget for the current year in line with the current situation."
He noted that "the salaries of employees of the Supreme Judicial Council of the Iraqi state are not paid from these revenues," explaining that "salaries are prepared on the basis of job grades occupied by employees or those created."
He pointed out that "despite the outbreak of the pandemic during the past year, the departments and courts affiliated to the Supreme Judicial Council have completed their work, especially with regard to the accounting aspect and final accounts, as their revenues have been continuously growing as the practice of previous years, and their revenues have left the sums collected and announced by the financial statistics."
