    The United Nations Assistance Mission for Iraq (UNAMI) said during a statement: "According to a report issued by the United Nations today, freedom of expression in the Kurdistan region of Iraq has been increasingly curtailed over the past year. Critics of public authorities have not only been exposed to the risk of intimidation, restrictions on their movements and arbitrary arrests. Some of them were also accused of defamation, while others were recently tried under national security laws. ”
    The statement added: "The report, issued by the United Nations Human Rights Office and the United Nations Assistance Mission for Iraq (UNAMI) through its Human Rights Office, documents an alarming pattern, which was observed from March 2020 to April 2021 of the targeted people. To exercise their legitimate right to report or criticize the practices of public authorities.
    The United Nations High Commissioner for Refugees said: “The pattern of repression documented in this report is extremely disturbing, highlighting not only the threats and intimidation of critics, but also the horrific impact that such measures can have on others who seek transparency and accountability.     While recognizing that the Kurdistan Region authorities face unique challenges at the local, regional and international levels, the main findings of this report raise serious concerns, particularly the behavior of the security services, the selective application of laws, and the procedures' failure to comply with relevant laws as well as international human rights standards.
    Recent years have seen progress towards a democratic Kurdistan region where freedom of expression and the rule of law are valued. Bachelet stressed that democratic societies need the media, activists and critics to be able to cover public issues without censorship or fear, and that citizens have the right to obtain information.
    "Transparency, accountability and openness to interrogation are vital to any healthy democracy," added the Special Representative of the Secretary-General of the United Nations in Iraq and Head of the United Nations Assistance Mission for Iraq, Jeanine Hennes Blasshardt.
    Both the High Commissioner and the Special Representative of the United Nations in Iraq said that they are encouraged by the continuing cooperation of the Kurdistan regional authorities with their offices, noting that the report and its recommendations are part of an ongoing dialogue with the Kurdistan Regional Government to promote human rights and enhance accountability for human rights violations and redress for victims.
    Among its recommendations, the report urges the Kurdistan region authorities to take immediate steps to fully protect the right to freedom of expression and end the harassment, intimidation and retaliation against journalists, human rights defenders and activists. It also calls on the authorities to ensure that the criminal law is not used as a tool to restrict freedom of expression, including to refrain from arresting or detaining individuals who legally express their opposition or resentment. In addition, existing laws should be amended to provide clear definitions of prohibited speech, and all restrictions on freedom of expression stipulated in domestic legislation must be consistent with relevant international human rights standards.
