What are the possible practical steps within the current reality to construct two million housing units???
The subject that we will discuss is an important one, which is providing adequate and decent housing for every Iraqi. There is a great lack of adequate housing. Many citizens live in slums and houses are in a miserable and tragic condition. Of course, providing adequate housing alone is not enough, we must provide opportunities Every citizen has a job and a decent income. We have talked about this in the past, and everyone who wants to see can refer to previous meetings, but today we are in the process of providing decent and appropriate housing for the Iraqi citizen……
To begin with, we need a well-thought-out housing plan that we will talk about, and we need people who are able to turn this plan into reality, which we will talk about later…..
With regard to housing projects, we need no less than two million housing units distributed over twenty cities or residential complexes in all governorates of Iraq, in each complex of up to one hundred thousand housing units, half of which are distributed as land and the other half as built housing units.
But certainly such a project should be in several stages. It is possible that the project will be implemented in four stages, each stage for half a million housing units, half of which are land and half are built units.
According to the semi-detailed preliminary studies of this project, the cost of each half a million housing units with infrastructure was about twenty billion dollars. As for the built housing units, their costs are paid in installments with monthly payments of up to 200 dollars per month for one family, and up to 20% of the built housing units must be provided Free of charge for families of martyrs and poor families.
The question here is how to provide funding for this project? To answer, we can say that we have funds from the budget, money from the Chinese agreement, and other soft loans and grants from other global sources….
Praise be to God, the resources of the Iraqi budget have increased due to the rise in oil prices, but we do not know how long this matter will last, so we must think about the Chinese agreement and soft loans from other global sources
Therefore, we can initially rely on the Chinese agreement with the Belt and Road Initiative, because there was an agreement with the government of Mr. Adel Abdul-Mahdi on a minimum for this agreement to give a loan of ten billion dollars for the reconstruction by Chinese companies, and the upper limit was to give a loan of thirty billion dollars for the reconstruction, and I I think we must move towards the upper limit to obtain a loan of about thirty billion dollars.
Of course, not all of these thirty billion dollars will be used for housing. There are other projects that are no less important than this project, which we will address later. The division of the amounts must be through a specialized committee, but we can assume for the sake of argument that we will allocate (10) billion dollars for housing and this amount covers Half of the first phase of two million housing units and the rest from the budget and soft loans from other global sources.....
The establishment of this project does not mean that we will provide two million housing units only, but this will provide opportunities for the work of very large numbers of engineers and professionals in different sectors, and most importantly, such a project will provide opportunities for the establishment of many construction industries, such as cement factories, glass and aluminum factories. Iron and steel factories, ceramics, mosaic and bathroom furniture factories, electrical wires, electrical installations and lighting, and many other industries that will bring about a great renaissance in the country and provide job opportunities for millions. I think that the need will exceed the number of qualified engineers, professionals and others.
You mentioned that such a project needs specialized and qualified people, whether at the level of the Chinese agreement or the level of housing projects;
Of course, we do not know to what extent the government has reached the Chinese agreement, and we do not know the reasons for referring the port of Al-Faw to a Korean company. Faced with this reality, I suggest that we should put matters in the hands of people who are loyal to the country and are only interested in the interest of Iraq, so I say, according to my belief, to turn the Chinese agreement into a reality that can That people such as the person of Brother Karim Badr take over the management of a special official council consisting of a group of specialists and economic, technical and legal competencies to study the current reality and the possibility of modifying the reality on the ground and the legal consequences and introducing the best ways and presenting them to the Council of Ministers to move towards the implementation of the Chinese agreement in the interest of Iraq in the first place.
As for the people who can supervise these cities and residential complexes, I will cite two examples so that we know that Iraq is not devoid of very high competencies and has the potential to manage large housing projects of this size:
The first: Dr. Riyad Al-Khazraji, PhD in engineering and a professor at the University of Baghdad from 1991 to 2004, after which he worked with international companies in water purification projects in Dujail and Najaf, and because of his high efficiency, he was appointed as a director for the development of Umm Qasr port, and because of his high capabilities and distinguished reputation that he obtained from international companies He was asked by the British government to manage the largest metro project in the capital, London, and worked on it for a period of seven years. The world, which is (Saudi Vision 2030) with a value exceeding (one trillion / one thousand billion) dollars;
In 2020, during my assignment as prime minister, when I saw this person and his high specifications, I asked him to be a minister of housing, and he agreed, and his approval means that he will give up all privileges outside Iraq and the income that exceeds the minister’s pension several times and to work in Iraq for the sake of Iraqi citizens and service to his country.
The second: Dr. Muhammad Al-Fakhri with a Bachelor’s degree from Al-Mustansiriya University and a PhD in Economics from the University of (Warsaw), his master’s thesis (the need for housing in Iraq), and he worked on major projects in the countries of the world, and worked in the Ministry of Housing and Construction for more than (13) years, and one of the most important His achievements are that he approached the German Foundation for Technical Cooperation (GIZ), and they promised him during the commissioning period that they were ready to train thousands of engineers in various disciplines to build cities. It is worth mentioning that I placed with him the sites of cities and residential complexes and commissioned housing units during the commissioning period, and I agreed with him to be an undersecretary of the Minister of Housing;
Unfortunately, for the current government, such matters and agreements are outside the scope of its thinking. We hope that the next government will be at the level of responsibility to achieve these important projects.
We touched on the Chinese agreement. In addition to the housing projects for which we have allocated about (10) billion, I would like to refer to the most important projects that should be given priority based on this agreement. The most important of these projects, in my opinion, are the following:

It is noted that the Chinese agreement covers a small part of the total costs of these projects with housing projects, so I say that in addition to the Chinese agreement and financing the Iraqi budget, we will need soft loans and grants from other countries. .
As for how we can guarantee these soft loans and grants, most of which are from various international sources, I can say with confidence that there is no difficulty in this matter, but with three conditions, namely:
