, the economic advisor to the Prime Minister, Mazhar Muhammad Salih, said, on Wednesday, that the controversy that occurred due to the Food Security Law is an "inevitable controversy" because the law contains expenditures and affects the poor segments of society.
Saleh said in an interview with the official "Al-Sabah" newspaper, which was followed by "Mawazine News", that "the government at the present time does not have a budget for this year, so the exchange is based on the amended Financial Management Law No. 6 of 2019, which contains paragraph 13 that permits exchange according to the rule of thumb." 1/12 of the current, actual and continuous expenditures from the previous year on a continuous basis, i.e. actual expenditure and not emergency, meaning that this law came from oil surpluses.
He added, “The 1/12 rule calculated the price of a barrel of oil at $45, so there is a surplus, and for that the Ministry of Finance submitted a two-pronged bill: the first is an expenditure ceiling of up to 35 trillion dinars, 25 trillion dinars of which is to support the ration card, farmers, social care, and a grant for the poor.” And addressing poverty is all within it, and the second part there is 10 trillion dinars to borrow, and this borrowing may be a precaution and the government does not resort to it, and here we have two types of exchange: the first for food emergencies, and the second 1/12.”
He continued, "Therefore, there will be two types of exchange; the first is covered by the Financial Management Law, and the second is covered by the Food Emergency Law," noting that "
And he indicated, "The failure to send laws issued in accordance with the instructions of the Council of Ministers on the caretaker government, that it does not have the right to submit draft laws and is not entitled to appoint, but when necessary, these instructions can be suspended," explaining that "Parliament may shorten this law to food support and granting the poor." And other issues and proceeds with the law, as it can not vote on this law, but the harm will be on the poor segments because the law concerns the social welfare segments and the increase of the ration card, so Parliament may vote on some paragraphs of the law and cancel the rest, and it may proceed with the law and demand the government to balance it as soon as possible Available time".
