The former head of the Ports Authority, Kazem Al-Aqabi, responded to the statements of the current head of the commission, Omar Al-Waeli, about the reason for not reconstructing the border crossings, which he made during his hosting of the “Iraqi Suhoor” program on Iraq 24.
Al-Uqabi mentioned 7 points in response to Al-Waeli’s statement, who said that “the reason for not reconstructing the border crossings is the rampant corruption in the process of referring the ports to investment, and that the big mistake that hindered the development of the ports is offering them for investment,” noting that “as soon as I received the mission, I took a decision from the Prime Ministry.” And fixing it in the budget that 20% of the outlets’ revenues are allocated to the governorates to rebuild their outlets.”
Al-Uqabi said in his response, which was received by “Yes Iraq”, that “before responding to this statement, I would like to clarify that the idea of developing the ports through investment lies in allowing the investor to build service facilities in the port, such as restaurants, shops, filling stations, car wash stations, Parking yards in exchange for the construction of more than 12 buildings allocated to departments operating in the ports, which currently operate caravans, in addition to paving the internal streets and preparing customs detection yards, and of course for the Ports Authority a percentage of the revenues achieved by the investor with the offer that the sovereign fees such as customs and taxes go as final revenue to the treasury The state has nothing to do with the investor with those fees.”
He pointed out that "the statement of the head of the border crossings authority was not successful for the following reasons:
- The number of land ports supervised by the Border Ports Authority is (11), and the number of ports that were referred for investment is only one, as the Zorbatiyeh border port was referred to investment in accordance with Cabinet Resolution No. 347 of 2015. If this port was not completed, its construction Because of the rampant corruption in the process of referring it to investment, what delayed the development and construction of the rest of the outlets?
- The Head of the Ports Authority has neglected that the proposal for the governorates to allocate a part of the revenues of the outlets for the development and reconstruction of the outlets is already present and since 2018, but most of the governorates have not adhered to it, even though the 2018 budget law included an explicit text in Article 18/Third “Allocating a percentage of 50 % of the revenues of the border crossings to the governorates in which those crossings are located, provided that these amounts are allocated to rehabilitate the infrastructure of the port and its approaches and service projects in the governorates.
Referring the ports to investment is not a decision taken by the former head of the Border Ports Authority, but rather a previous government directive, whereby Cabinet Resolution No. 126 of 2016 was issued, according to which the Minister of Interior was authorized to develop the ports by referring them to investment, and when the Ports Authority was formed, Cabinet Resolution No. 32 was issued For the year 2018, which canceled the committee formed under Resolution No. 126 and assigning the task to the Border Ports Authority.
- He also neglected the directive of the former Prime Minister, Dr. Haider Al-Abadi, to adopt investment in the development of the ports. Rather, the former Prime Minister went further, as he directed the transfer of the outlets to self-financing, and we actually started taking serious steps to implement this directive, but government agencies obstructed this step. Intentionally there is no room to go into details of this topic.
The President of the Ports Authority did not refer to the sums allocated by the government in 2012 to the Ministry of the Interior, estimated at 200 billion dinars, for the purpose of developing and building each of (Safwan port, Shalamcheh port, Al-Shabib port, and Zorbatia port), which were referred to local contractors in accordance with implementation instructions Government Contracts No. 1 of 2008 and that these projects have been completely stopped since 2014, and that the implementation rates were 16%, 0%, 17%, and 49%) and that these percentages are nothing but a product of the rampant administrative corruption in most parts of the state.
- The previous administration, when it received the border crossings in 2017, there were three ports that were completely destroyed by the terrorist gangs of ISIS, which are the (Rabi’a, Al-Qaim and Al-Waleed) port. To the simplest types of services, and in view of this reality and with the continuation of the government deficit, it was necessary to find a way to improve the reality of the ports, so we adopted several alternatives to develop the ports, so we adopted aid and grants from neighboring countries, for example, the construction of the Arar border port was done with a Saudi grant and it was built by specialized Saudi companies without interference Any Iraqi party, and we approved the allocations from Anbar Governorate for the reconstruction of the Al-Qaim port, and we approved a grant from international organizations to develop the Trebil border port, and then we announced for investment (6) investment outlets for my absolute belief that the safest way to develop the ports is by adopting investment.
- The head of the Border Ports Authority, with his statement, violated the directions of the Prime Minister, especially after approving the recommendations of the Diwani Order Committee No. 134 of 2020, which included initiating the completion of the project to implement the Zorbatiya border project through the same investor, which came in contradiction to the directions of the current administration of the Border Ports Authority, which was unable to So far, one step has been made towards developing any border crossing, and what has been published about the authority's improvement in its performance in reference to the rise in the crossings' revenues, I consider it misleading to public opinion and baseless.
In conclusion, I would like to point out that the main problem in Iraq does not lie in the spread of administrative and financial corruption only, but rather the problem lies in the absence of institutional work, as soon as the government changes or the higher management of the institution changes, the new administration begins to blow up all the plans set by the previous administration and tries hard to stop projects Which was started by previous administrations in order not to be counted as an achievement, so do you think that we will move one step forward if we continue to work according to this approach?”
