    Most Iraqi students wishing to pursue higher studies are forced to apply to universities abroad, especially in Iran and Lebanon, despite their high costs, due to the impossible conditions that government colleges place on students and the restrictions imposed on private education.
    It is hoped that the Ministry of Higher Education and Scientific Research will activate a directory of scholarship universities at the beginning of next September, which includes the names of Arab and foreign universities recognized by the ministry.
    A number of students studying at universities in Lebanon and Iran said: Studying abroad is expensive, but it is less difficult to obtain a seat compared to applying on private channels in public universities that require competitive conditions and tests, as well as the legal age barrier, and therefore it is impossible to achieve their ambitions and aspirations. Especially since most of them graduated 12 years ago or more.
    And the students indicated that they came to the universities of Lebanon and Iran, after they decided to facilitate admission procedures, including canceling competitive exams and adopting direct application and integrated working hours in light of the Corona pandemic.
    In an interview with Al-Sabah, Dr. Mustafa Al-Bahadli, in political sciences at Al-Mustansiriya University, believes that what hinders the expansion of opening the door for postgraduate studies in private colleges is the scientific, not the legal, determinant.
    He explained that the private colleges inside the country seek to achieve financial profits at the expense of scientific sobriety, as many universities and private institutions were subjected after the year 2003 to pressure, which led to a decrease in the educational level in them and a decline in their scientific sobriety, so the institution no longer supports the university professor, but rather favors the student’s interest and success At the expense of the teaching staff.
    For his part, the official spokesman for the Ministry of Higher Education and Scientific Research Haider Al-Aboudi said: Studying outside Iraq is governed by law and scientific contexts, and the ministry has set a scientific and procedural path to deal with university degrees from abroad, and this path is at the fore of a set of procedures, including the launch of the directory of universities for scholarships and private expenses for the academic year 2022-2023.
    And I obtained a document stating that the Ministry of Education will activate a guide to scholarships and special expenses for the academic year 2022-2023, starting from the beginning of next September, and it includes the ministry’s selection of universities that it recognizes from among international classifications, as an example of this is the first 500 universities of the British Times Foundation classification.
    Al-Aboudi added that the ministry is committed to the scientific and legal contexts in dealing with the file of graduate studies inside and outside the country in accordance with a policy that takes into account the university’s plan for admission, standards and determinants of quality in teaching, supervision of students and scientific variables in all disciplines.
    He noted that Article 9 of the Private Higher Education Law No. (25) of 2016 stipulates that the Ministry approves the development of postgraduate programs in universities or colleges that are not affiliated with a university or institutes after the availability of material, scientific and quality requirements for rare specializations and according to the country's need.
