Parliament welcomes the government's launch of 1,000 job grades to reduce unemployment rates

Baghdad / Hussein Hatem
The Parliamentary Finance Committee confirmed that the thousand job grades that were launched will contribute to addressing unemployment problems, while noting that these job grades are among the paragraphs listed in the Food Security Law.
While specialists believe that the issue of the release of job grades is still ambiguous, since the food security law has not been implemented so far. On the other hand, legal experts confirmed that the job grades that were launched are legal and in line with the articles of the constitution.
During the past two days, Wasit and Najaf governorates launched a link to apply for the 100 job grades via electronic platforms.
A member of the Parliamentary Finance Committee, Sajjad Salem, said that "the job grades that were launched are within the law of emergency support for food security and development," noting that "the contract will be for a period of 3 years for a thousand people from each governorate."
He added, "The appointments will be with a salary of 300,000 dinars for the purpose of training and development, and include diplomas and bachelor's degrees."
Salem pointed out, "The thousand job grades are few and do not address the problem of unemployment that young people suffer from, but will contribute to reducing their percentage, even by a small percentage."
He pointed out that "there are efforts to make the private sector and its workers equal with public sector employees," adding, "The country needs to restructure its private sector and address it radically to be a productive sector capable of creating job opportunities."
For her part, member of the House of Representatives, Suhaila Al-Sultani, said, “The mechanism adopted for applying for the 1,000 job grades is far from nepotism and nepotism, and takes into account several basic points to ensure that those who are eligible receive job grades,” noting that “the job grade will be in the form of an operational contract for a period of three. years with a salary of 300,000 Iraqi dinars.
Al-Sultani added, "The differentiation points will be according to the year of graduation and specialization, the married and those with families, the families of martyrs, and the daily wages."
In turn, the specialist in economic affairs, Dia Al-Mohsen, says, "According to officials' statements, jobs are available, but the Federal Service Council noted that he did not receive any job assignments or grades, which raises suspicion and suspicion in the launch of these job grades."
Al-Mohsen added, "The Food Security Law, which was approved in the first week of last June, has not been implemented so far."
He pointed out, "The issue of launching job grades is ambiguous," noting that "as long as there is no financial budget, it is unlikely that new employees will be appointed except through compensatory grades."
For his part, legal expert Ali Al-Tamimi says that “any appointment made by an executive or legislative body to the special grades covered by the necessity of Parliament voting outside the scope of the constitutional articles is considered null and the new government should cancel the appointments by the same method of appointment.”
Al-Tamimi added, “The appointments of the special degree are bound by constitutional articles (61) fifth paragraph and (80) fifth paragraph, as a proposal must be submitted by the Council of Ministers to Parliament for a vote on it, and since Al-Kazemi’s government is a caretaker government that is not constitutionally allowed to send a proposal to appoint special grades.
