    A European report revealed Iraqi-Turkish negotiations over Baghdad's purchase of military equipment from Turkey in exchange for the latter's increased water releases to Iraq .

    He pointed out that "Iraq is negotiating with Turkey to purchase military equipment in exchange for increasing the flow of water and withdrawing Turkish forces from a base near Mosul," warning that "in this complex picture, the PKK conflict and related issues will remain a point of influence and disagreement in the water-sharing discussions between Turkey and Iraq .
