A European report revealed Iraqi-Turkish negotiations over Baghdad's purchase of military equipment from Turkey in exchange for the latter's increased water releases to Iraq .
The report, entitled Early Warning: How Iraq Can Adapt to Climate Change, by the first advisor of the European Institute of Peace Nusaiba Younes, stated that, "Since the 1960s, Iraq has conducted a series of dialogues with Turkey on water sharing, yet none of them succeeded in reaching an agreement that reassured Baghdad's fears. regarding water supplies from Turkey .
He believed that "the memorandum of understanding recently ratified between Iraq and Turkey, which is committed to the healthy flow of water to Iraq, represents a symbol of the challenge, as it stipulates that Ankara will allow a fair flow of water, but it does not specify an exact level," noting that "the construction of infrastructure in Turkey is proceeding at an accelerated pace." ".
He pointed out that "Iraq is negotiating with Turkey to purchase military equipment in exchange for increasing the flow of water and withdrawing Turkish forces from a base near Mosul," warning that "in this complex picture, the PKK conflict and related issues will remain a point of influence and disagreement in the water-sharing discussions between Turkey and Iraq .
