    [size=45]A senior leader in the Taqaddam Party, which is led by Speaker of Parliament Muhammad al-Halbousi, describes the uproar surrounding the latter as "a whirlwind in a cup."[/size]
    [size=45]Al-Halbousi relies on his "friends" in the coordination framework, which officially adopts a neutral position on the crisis, according to what a leader in the Badr Organization says.[/size]
    [size=45]Al-Halbousi and his rival, Azm's coalition, entered a new crisis after the dismissal of one of the latter's deputies, who earlier defected from the party of the Speaker of Parliament.[/size]
    [size=45]Al-Halbousi is accused by his opponents of being a "dictator", as members of his party began to infiltrate one after the other to the other party because of his "narcissism".[/size]
    [size=45]He is also accused of implementing agendas of forces that obstruct the work of the House of Representatives, the last of which obstructed him to name the heads of parliamentary committees due to the positions of some independents.[/size]
    [size=45]The Speaker of Parliament, the youngest among the Speakers of Parliament after 2003, raised controversy more than once because of his political stances and previous positions he held, and was then a politician in the Karbouli Party, “The Solution.”[/size]
    [size=45]One of those close to al-Halbousi seemed calm when I asked him (Al-Mada) about the accusations leveled at the latter by his qualitative opponent, the Azm Alliance, which said that the Speaker of Parliament is “tyrannical.”[/size]
    [size=45]And between the leader, who asked not to be named: “There is nothing serious against the president (referring to the Speaker of Parliament) … everything that happens is a whirlwind in a teacup.”[/size]
    [size=45]The leader added, “The president (meaning al-Halbousi) has friends from the coordination framework and the rest of the political forces, and they support him.”[/size]
    [size=45]Last September, the coordination framework voted to renew confidence in the Speaker of Parliament, at the request of Al-Halbousi.[/size]
    [size=45]Regarding the recent series of withdrawals from the Taqaddam Party, which al-Halbousi established in 2017, a close associate of the latter says: “This happens in every political current.. Some of them left the party because they asked for unreasonable demands,” referring to what happened with Representative Raad al-Dahlaki.[/size]
    [size=45]Al-Dahlaki said that he withdrew from the Al-Halbousi party because of “exclusivity and dictatorship,” revealing his intention to form a new political party.[/size]
    [size=45]However, the Taqaddam party statement indicated that Raad al-Dahlaki left the party because he and his secretary were not able to obtain a position.[/size]
    [size=45]And the Al-Halbousi party statement confirmed that “the representative (meaning Al-Dahlaki) called on the coalition to obtain the presidency of the Parliamentary Integrity Committee and threatened to withdraw in the event that he did not obtain it, and as this was not possible based on the decision of the party leadership and the lack of approval of the representatives of his request.”[/size]
    [size=45]And he continued, "Al-Dahlaki demanded the nomination of his secretary, Mr. Fadi Muhammad Yassin, for the position of deputy governor of Diyala, and since the leadership and members of the party in Diyala did not find the aforementioned person the qualifications to nominate him for this position, with the presence of many other personalities and competencies in the province qualified to occupy this position."[/size]
    [size=45]This was the second regression to the crisis of dismissing the dissident MP from Taqaddam on the orders of al-Halbousi, as Mishaan al-Jubouri, who also dissented from Taqaddam, revealed that a quarrel had taken place between the Speaker of Parliament and the deputy from the party, Salem Matar.[/size]
    [size=45]According to Al-Jubouri's tweet on Twitter, a quarrel reached insults and beatings, and a quarrel occurred between Al-Halbousi and Deputy Matar because of the governor of Anbar, who appears to have recently defected from Taqaddum.[/size]
    [size=45]Al-Jubouri says: “Al-Halbousi accused Matar of being the reason behind the rebellion of the governor of Anbar, Abu Zaydun (Ali Farhan), against him.”[/size]
    [size=45]The former deputy added: “Matar replied that the governor is a respected person and has his own decision, but Al-Halbousi did not like the words, and described the governor of Anbar as (…)…then the attendees would intervene and disengage between them.”[/size]
    [size=45]Before that, the Azm Alliance had published a statement in a harsh tone against Muhammad al-Halbousi because of the dismissal of Representative Laith al-Dulaimi.[/size]
    [size=45]The statement said, “The Azm Alliance expresses its extreme surprise at the parliamentary order circulating in the media and issued with the signature of Parliament Speaker Muhammad al-Halbousi; Because it includes tyrannical and blatant dictatorial behavior against the status of membership in the Iraqi parliament, which was granted by the will and vote of the people, in a retaliatory and irresponsible way against those who oppose it with political opinion.[/size]
    [size=45]The coalition called on “the President of the Republic, as the protector of the constitution, to inquire from the Federal Court to clarify the legality of the resignation attributed to Representative Laith al-Dulaimi, and every such resignation is approved in the future or claiming its validity and exploitation, to ensure the correctness of the Speaker’s procedure.”[/size]
    [size=45]He also called on “all political blocs and independent representatives to take a responsible position to protect the political process and the democratic path (…) and block the way for anyone who begged himself to turn back the wheel of time by practicing authoritarian and dictatorial instincts and behaviors.”[/size]
    [size=45]The coalition concluded its statement with signs to start dismissing Al-Halbousi, as he said: “The coalition also believes that the time has come to correct the course of the leadership of the legislative authority.”[/size]
    [size=45]Laith al-Dulaimi considered the decision to exclude him as nothing but a “dictatorship and an attempt to subjugate the deputies to his will.”[/size]
    [size=45]He said in a tweet on Twitter: "We were surprised by another arbitrary measure taken by the Speaker of the Iraqi Parliament, Muhammad al-Halbousi, by issuing an illegal parliamentary order to terminate our membership in Parliament."[/size]
    [size=45]He added, “While we record our astonishment and condemnation of this unjustified behavior, we monitor at the same time the official position of the Sovereignty Alliance and other parliamentary blocs, and fellow members of the Iraqi Parliament, to take a deterrent stance against dictatorship, unilateralism, continuous targeting, and negative abuse of power to subjugate the representatives to his will, and this is what we reject at all costs.” .[/size]
    [size=45]And a previous statement from the office of Parliament Speaker Muhammad al-Halbousi, last Sunday, confirmed that “it was decided to terminate the membership of (Laith Mustafa Hammoud al-Dulaimi) on 15/1/2003 based on his resignation.”[/size]
    [size=45]And last May, Al-Dulaimi had withdrawn his resignation that he submitted before the last elections (in the previous parliamentary session) “for fear that it would be used in the current (fifth) session.”[/size]
    [size=45]And the deputy at the time stated that "the resignation he submitted in the fourth parliamentary session to Parliament Speaker Muhammad al-Halbousi was not titled with a date."[/size]
    [size=45]The Azm Alliance had expected a series of withdrawals from the al-Halbousi party due to the latter's "narcissism", as described by leaders in the coalition.[/size]
    [size=45]MP Ahmed Al-Jubouri and former MP Haider Al-Mulla previously announced their withdrawal from Taqaddam and joining Azm.[/size]
    [size=45]For its part, the coordination framework believes that what is happening between the Speaker of Parliament and his rivals is an “internal Sunni” affair.[/size]
    [size=45]The leader of the Badr Organization, MP Mueen Al-Kadhimi, says: "This is part of the competition that is taking place within the Sunni component...but our interest in the coordination framework is that there is understanding and consensus."[/size]
    [size=45]And the deputy added in an interview with (Al-Mada): “We advise the Sunni forces to absorb these crises, especially as we are on the verge of approving the presidencies of the committees.”[/size]
    [size=45]And leaks had talked about Al-Halbousi blocking the settlement of the names of the committee chairmen, because he refused the presence of independent deputies such as Sajjad Salem and Fahim Al-Shibli, due to a “deal” with Shiite forces that oppose the presence of these deputies.[/size]
    [size=45]Last year, the extension movement announced a boycott of the sessions due to Al-Halbousi's decision to prevent the head of the bloc, Alaa al-Rikabi, and the other member of the bloc, Falah al-Hilali, from entering parliament.[/size]
    [size=45]And in May of last year, Al-Halbousi announced that independent MP Bassem Al-Khashan would be banned from participating in any parliamentary committee and would not be allowed to make interventions, until he apologized to the Council Presidency.[/size]
    [size=45]Regarding Al-Halbousi’s management of the parliament, the leader in the Badr Organization says, “I do not know whether the speaker of parliament delays the resolution of the committees because of personal opinions, but the parliament’s administration needs a faster pace, completion of the committees, and follow-up of the ministries and governorates.”[/size]
    [size=45]As for the position of the coordination framework, and on the side of who will be in the event that the issue of dismissing Al-Halbousi is raised, Mueen Al-Kazemi says: “The framework will remain with the Sunni consensus, whether he decides to dismiss him or to remain in the position.[/size]
