    Shafaq News/ The Kurdistan Regional Government announced on Thursday that it intends to establish a complex for arms trade and training for security companies.
    In a statement received by Shafaq News agency, the Media and Information Department said, "With the aim of reorganizing the field of weapons and the work of security companies and their trainers, and within the framework of regulating the arms trade market in general, and to ensure the implementation of the laws of weapons and private security companies, the Ministry of Interior in the Kurdistan Regional Government issued special instructions in this regard. ".



    And she added, "The instructions oblige each governorate and independent administration to establish a complex for the exchange of firearms under the follow-up of the government, including the sale, purchase and repair of weapons, and a special place for weapons training, in addition to a center for training employees of security companies."
    And the statement continued, "In accordance with the instructions, and in addition to defining the important privacy of the arms sale and training complex within the standards of space and construction and safety principles in the governorates and independent departments, the complex will be linked to the Ministry of Interior with an electronic system through which information related to the purchase and sale of weapons and the training of security company employees will be followed."
    He explained, "The Ministry of Interior will take into account the privacy of these complexes in terms of space, building, security safety, and various services, as well as green spaces, cafeterias, and parking lots that are jointly managed by the public and private sectors."
    According to the statement, the Kurdistan Regional Government aims, through these instructions, to "monitor and regulate the purchase and sale of weapons legally and to prohibit the use of weapons outside the law. On the other hand, the government seeks to regulate the activities of private security companies, in line with international standards, and under government follow-up."
    In September, the Kurdistan Region Police called on the population to quickly register the light firearms in their possession at the security centers it identified in the four governorates and the four independent departments to obtain licenses for carrying and possession, warning at the same time that unregistered personal weapons would be considered smuggled in the event Not being registered one year after the issuance of these instructions.
    The region's police spokesman, Lieutenant Colonel Karzan Amir, said in a press conference at the time that 40 joint committees were formed from the Ministry of Interior, the Peshmerga, and the Asayish Security Institution in the provinces and independent departments in the region for the purpose of registering firearms such as Kalashnikovs and similar size and number of rounds, as well as pistols and other weapons. It is similar in that the size of its bullets does not exceed 9 mm.
    He explained that the registered weapon will remain in the possession of its owner, provided that he dictates a pledge that the piece of weapon will remain inside his house, and be placed in a safe place, and that he will not carry it in any way, nor will he use it either, nor give it away, nor sell it.
    Regarding the firearms registration centers, Amir said, “Erbil governorate will have 8 registration centers, 7 registration centers in Dohuk governorate, 11 registration centers in Sulaymaniyah governorate, 4 registration centers in Halabja governorate, and 3 centers in the Garmian region administration.” In the administration of the Rabrin region there will be two centers, in the administration of the Soran region there will be four centers, and in the administration of the Zakho region there will be one center.
    He continued by saying that the region's Ministry of Interior has set up an electronic system for the purpose of recording that information about weapons that will be registered in that center by the formed committees.
    He added, "We urge all citizens of the Kurdistan Region who possess medium and heavy weapons to hand them over within a period of one year, as well as everyone who possesses light weapons such as Kalashnikovs and pistols to hand them over within the same period," noting that after the end of the specified period, the Ministry of Interior will form 8 committees in the provinces. And independent departments in the region for the purpose of granting licenses to carry registered weapons to owners in accordance with Article 2 of the Arms Law for the year 2022.
    A spokesman for the Kurdistan Police confirmed that a year after the issuance of these instructions, any weapon that is seized, the bearer or possessor, and according to Weapon Law No. 2 of 2022, will be referred to the court, and his weapon will be considered smuggled and dealt with according to the law.
