The American openness to Iraq is a message to the factions and to prevent the expansion of Russia and Iran

Baghdad / Tamim Al-Hassan
The United States is trying to block the expansion of Russia and Iran in Iraq by expanding relations with Baghdad, at a time when the US administration is sending what was described as a "solid message" to the factions in Iraq if they want this government to continue.
Surprisingly, Iraq turned to the United States and signed a memorandum of understanding with the American company, General Electric, which was accused by the coordinating framework that leads the government of dominating the country's energy sector, while the Iraqi Foreign Ministry said that one of the government's priorities is to "consolidate the right relationship with Washington."
So far, the Prime Minister, Muhammad al-Sudani, has not visited the United States, amid speculation that Washington has reservations about some of the leaders participating in the government.
The Sudanese, who is visiting Germany for the second time since he came to power 3 months ago, received a delegation from the US Congress.
Al-Sudani's office said that the latter met US Senator Chris Van Hollen, on the sidelines of his participation in the Munich Security Conference.
The statement stated that "the meeting witnessed discussing the relations of joint cooperation between Iraq and the United States of America, and ways to consolidate them in several fields," and "confirming support for the economic reforms adopted by the current government, and the path it is taking in implementing its government program."
The government is facing great difficulties in controlling the smuggling of the dollar, while Washington imposes strict measures on the circulation of hard currency, which raises the fears of the coordination framework that the street will turn against it because of what is known as the "dollar crisis."
During the past weeks, Al-Sudani presented what was considered indications of extending a hand of cooperation with Washington by talking about his "unspecified" positions on the survival of US forces in Iraq, and his refusal to target them at home or in Syria.
On the other hand, information was leaked about an Iraqi agreement to re-extend the oil pipeline to Aqaba, which armed factions had considered as the beginning of “normalization” with Israel, in return for easing procedures on the dollar.
Yesterday, the US ambassador to Iraq, Elena Romansky, said that the US government is determined to work with Prime Minister Mohammed al-Sudani to create new opportunities in the energy sector.
Romansky said during her speech at the second oil and gas conference in Iraq: "The United States launched a project focusing on economic development," pointing out that "Washington is determined to work with the prime minister to create new opportunities for the two countries and the region."
She added that "American companies will play a role in developing the Iraqi economy and the private sector," indicating that "the file for developing the energy sector will be discussed by American companies with Prime Minister Muhammad Shia' al-Sudani during the Munich conference."
And Romansky continued, "The Iraqi government encourages the presence of American companies to work in Iraq, and new plans must be put in place to expand energy plants and develop the electricity network."
Romansky's remarks came a day after Baghdad announced the contract with General Electric. A statement from the Prime Minister's Office said that the Ministry of Electricity signed with the American company "under the auspices of Prime Minister Muhammad Shia'a al-Sudani."
Last month, the government announced the conclusion of a memorandum of understanding with the German company Siemens to reform the electricity system in Iraq, and members of the coordination framework considered that the last measure was to "get rid of the American hegemony" practiced by General Electric.
Zainab al-Moussawi, a representative of Asaib Ahl al-Haq, said last month that "electricity is currently under the control of the United States of America, and Baghdad must move to get out of this tutelage."
Al-Moussawi added, in press statements, that "the entry of the German company Siemens into Iraq means salvation from American domination of the energy sector," stressing that "the American General Electric Company played a negative role in the lack of access to electricity to the Iraqis by obstructing Siemens projects through some paid political tools." .
Al-Moussawi indicated that "the electricity file is a major pressure tool that is widely used by America to obtain political and economic gains in Iraq."
In the same context, Suhaila Al-Sultani, a deputy from the Al-Fatah Alliance and a member of the Energy Committee, said at the beginning of this year that: “The American General Electric Company played a negative role in the lack of electricity access to the Iraqis.”
Previously, "cadres" attacked the former government of Mustafa Al-Kazemi because of a contract with "General Electric". Alia Nassif, a representative of the State of Law in 2021, said, "General Electric controls the electricity contracts in Iraq, while the electricity service is severely deteriorating."
In addition, Foreign Minister Fuad Hussein said, "I would like to reassure everyone that the crisis that erupted over the dollar has ended, and that the new measures are in the interest of Iraq and America."
He added, in a television interview, that "we need some time to implement the procedures, and it is not for a long time," stressing that "the price of the dollar will decrease."
Western media had said earlier that the Iraqi delegation to Washington (it went on February 8) extended its stay there because of the difficulty of the negotiations.
In a speech to the American Institute of Peace in Washington, Hussein said that "one of the priorities of the Iraqi government's foreign policy is to consolidate the right relationship with Washington."
During his speech, Hussein considered that the delegation's visit to Washington proves the opposite of what he is promoting, that the United States wants to undermine the government through restrictions on the circulation of the dollar.
The delegation, which concluded its visit to the United States last Friday, announced a joint statement with the American side, the most prominent of which was the "expansion of the strategic agreement" with Washington.
Regarding the expansion of relations with the United States, Mithal Al-Alusi, leader of the Umma Party, says, "The coordination framework implements an Iranian agenda that relies on calm to prevent targeting the regime in Tehran."
He added in an interview with (Al-Mada) that: "This government and the coordination framework want to live for as long as possible and at any cost."
Al-Alusi, a former deputy, pointed out that "the United States, the European Union and other Western countries took advantage of these concessions in order to impose their conditions on Iraq."
He continued, "According to what is going on in political circles, American warnings have reached the government that it will not continue unless it moves away from the Iranian quagmire."
And leaks had talked about Iraq signing "normalization" with Israel during negotiations with Washington, while the Sudanese media office denied these reports.
The director of the media office of the Prime Minister, Rabih Nader, said that the promoters of the lie about normalization were disturbed by the truth, so they went to fabricate fictional stories.
Nader said in a tweet on Twitter, "A friend asked me why you don't respond to the 'normalization narrative', asking whether the outright lie deserves a response."
He added, "Those who are disturbed by the truth will find nothing but making up imaginary stories."
In addition, Ihsan al-Shammari, head of the Center for Political Thinking, said in an interview with (Al-Mada) that "the United States has left the policy of hesitation and turned towards Iraq," noting that the recent American moves "come to prevent the expansion of Russia and Iran."
Al-Shammari added, "Despite the presence of the pro-Iranian coordination framework, Washington wants to deal with Baghdad and try to impose its policy with parties in the government that it considers an enemy."
He continued, "The United States has found an appropriate opportunity to open up now, especially since the prime minister wants to deal with America as a fait accompli, and he differs from Adel Abdul-Mahdi (former prime minister) who considered the relationship with Washington without hope and considered it an enemy."
Al-Shammari indicated, "The openness is, in the end, a solid message to those loyal to Iran in the coordination framework, that the government must decide the form of its relationship with the United States."
