    The proposal of the Parliamentary Finance Committee to increase the imposition of taxes and collect them in a lump sum from companies and the sale and purchase of real estate, sparked controversy in the House of Representatives, as deputies believe that it is wrong to include taxes in the budget law, while others believe that it aims to maximize non-oil resources.
    A member of the Parliamentary Legal Committee, Sajjad Salem, said in a press interview seen by “Takadam” that “it is wrong to approve taxes and include them in the budget law.”
    And he explained, “The budget law is an annual law that ends at the end of the fiscal year, and although the budget was submitted for three fiscal years, it is likely that it will be amended every year, with a proposal submitted by the Council of Ministers and voted on by the House of Representatives.”
    Salem stressed "the importance of working to amend the tax law, increase the tax base, and create a new tax policy, instead of including it in a temporary law."
    For his part, Representative Mustafa Al-Karawi said, in a press interview seen by Taqaddam, that “the proposal submitted by the Finance Committee aims to maximize non-oil resources, by setting up a system that facilitates the collection process until the completion of the electronic system and the automation project.”
    He explained, "The imposition of these funds in a lump sum guarantees and obliges all parties to pay taxes and contributes to strengthening the budget," noting that "this proposal includes taxes inside Iraq only."
    Al-Karawi pointed out, “The Finance Committee will meet with the tax director and other relevant authorities to discuss and study the proposal in a way that contributes to regulating tax revenues.” He added, “We are with any proposal to maximize non-oil imports and reduce dependence on oil.”
    The Parliamentary Finance Committee had recommended the imposition of flat taxes for a period of five years on the sale and purchase of real estate, and companies operating in Iraq, with the exception of oil companies, and called for their inclusion in the budget law.
