    The participation rate in the provincial elections, scheduled for December 18, is the biggest concern of the political forces, especially since it will reflect the first test for the government and the criterion for the success of its promises in its endeavor to restore citizen confidence in the political process and democratic change, after a series of violent shocks in the Iraqi scene, which negatively affected the great weakness of turnout. Popular in the last parliamentary elections in 2022.  
    Representative Salem Al-Anbaki told   "Baghdad Today" that "the most prominent and biggest obstacle to these elections is the participation rates, which all readings indicate will be low," pointing out that "increasing participation rates leads to reform and real change, brings representatives and contributes to a change faces".
    He added, "The elections will take place on time and will be successful in dealing with the security file, especially with the Sudanese government's pledges to support and protect polling stations, accompanied by regional support and stability."
    Al-Anbuge pointed out, "There are no indications of postponing the provincial elections so far, especially with the accelerating pace of preparations for them by the Elections Commission."

    The Strategic Center for Human Rights in Iraq, predicted on (August 27, 2023), the desire of 64 percent of the voters to participate in the provincial elections 
    In a questionnaire it conducted in cooperation with the University of Cologne in Germany to survey the opinions of more than 2,500 voters in 15 governorates, the center stated that "there is dissatisfaction by citizens with political parties in general, and that the majority of them preferred the multiple constituencies in the provincial council elections and the method of the biggest winner, which was adopted in the 2021 elections.
    The researcher in political affairs, Falah Al-Mashaal, contradicts the expectations of the Human Rights Center’s questionnaire, telling “Baghdad Today” on June 25, that “all data and indicators confirm that the percentage of voters in the provincial elections will decline significantly from the previous elections,” stressing that “the reason The decline is the lack of trust between the people and the political class, as well as the lack of any change after holding the elections, especially the recent parliamentary elections.

    And in an indication of the Electoral Commission about the most prominent wishing to participate in the upcoming electoral experience, they are newborns after 2003.
    The official of the Commission's media team, Imad Jamil, told "Baghdad Today" on the 28th of last month, "The governorates that recorded the highest rate of updating newborns who are entitled to participate in the provincial elections were Nineveh Governorate in the first place, followed by Kirkuk."

    More than 23 million voters and about 300 parties and coalitions.
    On August 27, the Commission announced the final figures for political parties, forces, and independent candidates who will run in the provincial elections.
    "More than 23 million citizens are entitled to vote in the Iraqi provincial elections, including more than 10 million people who have updated their electoral records so far," said Jumana Ghalay, a spokeswoman for the commission, in a press statement.
    Ghaly confirmed, "296 political parties organized into 50 coalitions will participate in the elections, in addition to more than 60 candidates who will participate in separate lists."
    Candidates are competing for 275 seats in the Iraqi provincial councils, 75 of which have been allocated within a quota for women, and 10 seats for ethnic and religious minorities.
    The elected provincial councils undertake the task of selecting the governor and the executive officials of the province, and they have the powers to dismiss and appoint, and approve the project plan according to the financial budget allocated to the province from the central government in Baghdad, according to the Iraqi constitution, and these will be the first local elections to be held in Iraq since April / April 2013.
