The (oil and gas) law is one of the important controversial laws that all political parties, without exception, are seeking to end. However, the many disputes surrounding this law have prevented its approval for many years.
Political opinions and specialists in oil political affairs confirmed that “the problems surrounding the law at the present time will prevent its approval during this legislative session, with the possibility of postponing it until the next parliamentary session.”
A member of the Parliamentary Oil, Gas and Natural Resources Committee, Ali Saadoun Ghulam Al-Lami, said in an interview with “Al-Sabah”: “There are efforts during the current parliamentary session from all heads of blocs and political parties with the government’s intention to pass the law, but the many differences and their depth have all led to... Stopping the law,” expressing his “belief that the law will not be approved in this parliamentary session, and will be carried over to the next session.”
For his part, the leader of the Kurdistan Democratic Party, Wafa Muhammad Karim, confirmed to “Al-Sabah” that “there is no doubt that the oil and gas law will be transferred to the next session, as the law has become one of the very complex laws with political, economic and regional aspects.”
Karim stated, “(Oil and gas) is one of the important laws and more important than the budget law, because Iraq is an oil country and 90 percent of its imports are from oil,” indicating that “the producing provinces sought to have a fingerprint in writing the draft law to obtain their entitlement from the petrodollars.” .
He stressed that "there are parties who do not have an interest in approving the law, as its approval will entail strict measures against oil smugglers, so we do not rule out that the law will be carried over to the next sessions."
Karim pointed out that “the oil export file through Turkey is now between Baghdad and Turkey, given that the region handed over the entire oil file to the federal government and the SOMO company, at the desire of the region, in exchange for sending the financial allocations in the budget to Kurdistan.”
