The Parliamentary Legal Committee formed a committee to review 6,000 decisions of the dissolved Revolutionary Command Council for the purpose of canceling them, as they were decisions with a political and exclusionary dimension.
Committee member, Sajjad Salem, said in an interview with “Al-Sabah”: “There are laws of the previous regime that have a political and exclusionary dimension. The Legal Committee in the House of Representatives has formed a subcommittee to investigate and review the decisions of the Revolutionary Command Council, which amount to 6,000 decisions and will be audited, and projects will be presented.” Laws and proposals to abolish them, in addition to the fact that some of them were implicitly abolished by virtue of new laws, while others still produce negative effects in application, and it is necessary for this review to take place.”
Salem added, “Most laws require political consensus, and the weakness in legislative performance is due to the fact that the executive and legislative powers are of the same color, and this weakens oversight performance,” pointing out that “laws are important to the Iraqi people and trying to weaken the role of the House of Representatives is not in the interest of the Iraqi people because it An important legislative institution in any democratic system.
He pointed out that "there is great controversy over a number of laws, including the (general amnesty) law, and there is a general perception that the law will include all those who committed crimes during the last period, and this is a mistake because the amnesty law contains one paragraph that is an amendment to the previous amnesty law, and includes a definition The crime of belonging to terrorist organizations, so the scope of those included in the amnesty will be very small and subject to a political agreement and political will between the blocs.”
The committee member explained, “The amnesty law gives an opportunity to forgive people who did not take innocent lives and whose cases did not conflict with the public interest. There is an opportunity for them to integrate into society, and we consider this an excellent path.” He revealed, "There are many disagreements regarding the law, and our duty as a committee is to scrutinize it professionally, conform it to Iraqi laws and the legislative system, redraft it, and practice the legislative procedure on the law. As for voting on it, it is a political issue subject to the will of the representatives," pointing out that "the council's agenda must be determined, The primary task is to complete the Council of the Presidency of the House of Representatives, so that the Council can exercise its oversight role.”
