The industrial district was built in the Al-Bayaa area, southwest of Baghdad, in the 1970s, after the shops and industrial workshops obtained an establishment permit issued by the Industrial Development Authority. The occupants of those shops and industrial workshops that they built at their own expense hold Musataha system contracts, according to which the period of exploitation reaches ten years. The shops stand behind them and families whose livelihood is linked to the work of this neighbourhood. As for the work of removing waste, the municipality’s mechanisms for the industrial neighborhood do not know how. There is a contractor who collects the waste for a monthly subscription of (20) thousand dinars from each shop. Also, the electricity is not good and we depend on private generators. ".

Build and bid
He added, "Our shops were within the Al-Bayaa and Al-Ummal neighborhoods, and when a decision was taken to prohibit the practice of these professions within residential cities in the year (1979) and afterward, we were given land in the industrial district on the condition that we build the entire shop, workshop, or garage and pay nominal annual fees for it for a period of ten years." I built the shop for an amount of (14) thousand dinars, and it was a large sum, since I built my house at that time for an amount of (18) thousand dinars, and they were extending the rental period according to Law No. (30) to five years, but the problem that occurs is that the tenant dies and his heirs can enter the bidding, and the most difficult case suffered by the families of the deceased is when his offspring are daughters who want to transfer the contract of the shop in the name of one of them, but they are subjected to great pressure and the shops are taken from them, by authorities. A suspicious woman enters the bidding in the Baghdad Municipality and plays her game forcefully and in two ways: either imposing royalties on whoever wants to stay in his place, and years ago the blackmail was one hundred dollars, then it became two hundred, then it reached (500) dollars until it reached thousands of dollars, or whoever was weak or a girl or They supported her, outbid her, threatened her, and took the store. They seized dozens of stores, put pressure on hundreds of store owners, and blackmailed them, knowing that the industrial district has stores that provide maintenance and maintenance services for cars, not car showrooms, whose profits are greater and greater.

High rents
“Abu Sadiq,” a workshop owner, told Noon News Agency, “Previously, the work consisted of a contract between us and the secretariat, and it was renewed for us every five years. Whoever wants to enter the bidding must meet a set of conditions and controls, but now the door is open to everyone, and no They have nothing to do with providing maintenance services for cars. Rather, their concern is forbidden profit, whether by imposing royalties on bidders or real shop owners, or by pressuring, threatening, and breaking the decision in the bidding for whoever renews his shop contract in order to take the workshop or shop and then sell it at higher prices and not work in it, and only those who are spared it are spared. A citation is obtained from the Ministry of Labor for anyone who holds a license to practice the profession, confirming your continued work and the contract is renewed. However, there is another problem represented by the rents that rise from time to time. After it was (700) thousand dinars annually, it has become one million (750) thousand dinars annually. It also includes a fee for practicing a profession amounting to (10) percent without knowing the reasons for imposing it or where its money goes. Tax fees are also collected, which amount to about one million and (200) thousand dinars, after it was only (150) thousand dinars before the year (2014). You are charged a fee for employing a worker amounting to (120) thousand dinars, even if you do not have a worker in the shop, while you now find that many residential areas have opened shops that work in the same professions and trades as ours and remain late at night, while we are limited to working until four in the afternoon only. And compete with you without paying anything to the state and without right, and you are not held accountable, just as our shops were closed previously, and the Baghdad Municipality did not take into account any circumstance that the country is going through and help the earning, as the owners of workshops and shops took the initiative to not collect rents for a number of months during the Corona pandemic or to fight ISIS gangs.
