Kurdistan elections depend on the participation of Al-Party: Withdrawal harms the legitimacy of the political process

Baghdad/Susan Taher
Since the establishment of the first Parliament of Kurdistan in 1992, the Kurdistan Democratic Party has not missed any elections and was present in all five previous parliamentary sessions.
The Kurdistan Democratic Party is the largest party in the Kurdistan region, and it has wide support, especially in the governorates of Dohuk and Erbil. In the last elections for the Kurdistan Parliament, it obtained 45 seats, which enabled it to obtain a majority by a large margin over its closest competitors.
Recently, the Political Bureau of the Democratic Party announced in a statement that it will not participate in the Kurdistan Parliament elections “because they are being conducted according to a law imposed by Baghdad that prevents the judicial authorities in the Kurdistan region from supervising them, which violates the Iraqi constitution.”
The Kurdistan Democratic Party considered the court’s recent decisions an extension of its series of unconstitutional decisions against the region during the past four years, “and public opinion has been warned of that.” He considered it a flagrant and dangerous violation of the constitution, an abortion of the democratic system in the region, and an attempt to return Iraq to a centralized system of government, criticizing the structure of the Federal Court in its current form, according to the same statement.
Before that, the Federal Court issued a decision to cancel the quota of minority seats in the Kurdistan Parliament, which amounted to 11 seats, so that the current number became only 100 seats. The electoral districts in Kurdistan were also divided into four districts, while the court decided that the Iraqi Commission would supervise the Kurdistan Parliament elections.
The most prominent question is: Can the Kurdistan Parliament elections, scheduled to be held on June 10, be held in the absence of the Kurdistan Democratic Party, which is the largest party in the region?
Low participation rate
Kurdistan Democratic Party member Muhammad Amer Al-Dershoi believes that, “The most important question is basically why elections should be held in the Kurdistan region without the participation of the Kurdistan Democratic Party.”
He stated in his interview with (Al-Mada) that “the Federal Court intervened in two issues that were not originally within its jurisdiction, and as an aside, it went to invalidate the spirit of the presence of parliaments in the regions, as Parliament existed for fateful decisions.”
He added, “The Democratic Party is the largest party in Iraq, not just in the Kurdistan region, and that this party gives public legitimacy to the federal parliamentary elections. If the Kurdistan Democratic Party and the Sunnis had not participated in the elections, what would be the participation rate in Iraqi Shiite cities?”
He pointed out that “it is not only the Democratic Party that will boycott the Kurdistan Parliament elections, but also the other components of the Christians and Turkmen who were deprived of their parliamentary representation, as a result of the cancellation of their seats by the Federal Court, and here we are facing a big problem and a very low participation rate.”
He continued, “The Kurdistan Democratic Party is not just one of the numbers of many parties. It is a party that has the strongest audience, and the party in its statement supported the components of Kurdistan that were deprived of parliamentary representation, and we are facing a problem of chaos as a result of the decisions of the Federal Court.”
He continued, "This chaos must be resolved by rational people, because the continuation of these decisions may lead to further withdrawals of the democrat from parliament, the government, and the political process, and this matter harms the legitimacy of the political process in Iraq, of which democracy is an essential pillar."
A government that does not represent the people
In the same context, former member of the Kurdistan Regional Parliament, Abdul Salam Barwari, says, “Since 1992, the Kurdistan Democratic Party has been the only party that has maintained its size and been able to represent its constituency in Parliament.”
He added in his interview with (Al-Mada), “The Democratic Party was always first, and its closest competitors did not reach half of its number of seats, and if the unthinkable happened and the elections were held, this means that they are meaningless, because the Democratic Party’s failure to participate in both Erbil and Dohuk only means Losing more than 60% of voters.”
He added, “Most voters in the governorates of Erbil and Dohuk are for the Kurdistan Democratic Party, and any party that gets a certain percentage will be ridiculous if it demands the formation of a government,” (according to him).
He continued, "Any government devoid of the representation of the Democratic Party will not be a government that represents the people, and will not be qualified to bear the responsibilities of resolving the problems and disputes between Baghdad and the region."
The United Nations Assistance Mission for Iraq (UNAMI) considered in a statement that it is necessary to hold the elections on time, on the tenth of next June. The statement also stated, “We call on all parties to work for the benefit of the people and reach a solution.”
After the Democratic Party announced a boycott of the elections, many diplomatic missions, consuls and foreign ambassadors visited the city of Erbil and met with the leader of the Democratic Party, Masoud Barzani, and members of the party’s political bureau, for the purpose of dissuading them from the boycott decision.
The frame is “required” to move
Political analyst and academic Ali Al-Yousef confirms that it is impossible to hold elections for the Kurdistan Parliament without the participation of the Kurdistan Democratic Party.
Al-Youssef said in an interview with Al-Mada: “The Democratic Party has great censure against the partners in the state administration coalition, especially the leaders of the coordinating framework, because they abandoned the agreements concluded between the two parties, and thus its reversal of the decision to participate depends on reconciling it first, and fixing the defect that occurred after the decisions.” “Federal.”
He added, “The international community will not allow elections to be held for the Kurdistan Parliament without the participation of the Democratic Party, and therefore the Iraqi government headed by Muhammad Shia’ al-Sudani must realize this matter, and the leaders of the framework must also realize this matter, and there will be a move to convince the Democratic Party to reverse its decision and return to participation.” “.
The Kurdistan Democratic Party has 32 seats in the Iraqi parliament, while it won 45 seats in the last elections for the Kurdistan Parliament. It is considered the largest Kurdish party in terms of the number of seats, whether in Baghdad or the region.
