    2 - further amendments to the Law on Investment {13} for the year 2006, to broaden the base of exemptions and spaces and privileges for foreign investors and local levels.

    3 - support the private sector through by raising the proportion of the investment budget in the state budget and to reconsider the Iraqi Central Bank Law and Banking Law and the Companies Act and review powers granted to them and reconsider Procedures Act No. {83} for the year 1996 any amendment materials to commercial arbitration and which restrict arbitration mechanisms in order to activate the role of arbitration administrative disputes arising on commercial contracts and investment and reconsider the labor law through the development of legislation governing the private sector and give them assurances sober concerning social security and health, working hours and freedom of regulation so consistent with international standards and tire on the stimulus to engage sector private.

    4 - create a legislative environment banking allow the development of the banking system by amending the Banking Act in line with current and future developments related to the banking sector.

    5 - the application of laws in the management of global engineering projects or the famous {Alfdk}.

    The third axis contains recommendations in the area of ​​investment in the following points:

    1 - border crossing points and the provision of services and technical personnel and private laboratories to examine the goods imported in order to ensure international quality in accordance with the requirements of the standard specifications and are not affected and their accumulation in those ports.

    2 - the establishment of free zones, which aims to increase trade by opening branches of international companies and provide all the supplies in order to attract companies Almaa and granting facilities such as re-exports and the issuance of the certificate of origin in these areas.

    3 - Adoption of modern systems in e-commerce in doing business.

    4 - Establishing a sophisticated database of projects proposed for investment provides detailed information on the nature of projects and the reality of the economic activity of the country with the help of businessmen and Albahthein and investors, ministries and specialized research centers for the functioning of the economic process.

    The fourth axis includes recommendations in the development of human resources:

    1 - Provide training and qualifying opportunities in front of local employment through the opening sessions at home and abroad and the reduction of the phenomenon shortcut الايفادات on senior officials or list me the basis of cronyism and clientelism or incompatibility competence of employees and delegates with sessions held in abroad.

    2 - provide a suitable environment for the creativity of individuals and encourage them to innovate and patent.

    4 - speed up the establishment of modern and advanced institutes of Iraq or in cooperation with international scientific institutions.

    5 - expand the circle of vocational training centers and the development of curricula and institutions for the training and rehabilitation of the unemployed and non-qualified human resources in government departments.

    Axis V contains recommendations in the banking sector:

    1 - raise the capabilities and efficiency of work in Iraqi banks in order to ensure investment techniques and modern information systems.

    2 - to encourage banks to open more branches and offices in various provinces of the country to increase the rates of banking density in accordance with the conditions set by the Central Bank of Iraq.

    3 - rationalization of the Banking Act, especially in the area of ​​review activities are not allowed in line with the interests of the Iraqi economy.

    4 - Encourage the establishment of development banks.

    5 - to convert the movement of banks through the rationalization of laws to take recipe commercial banks and investment and development.
