    Twenty-one years have passed and you have not succeeded in addressing the electricity issue..
    Neither do people respond to instructions nor reduce expenditures amidst the increase in population and the accompanying expansions in all areas.
    Nor were you able to meet the growing need and increase the amount of production, transportation, distribution, and develop networks and major and secondary stations reaching the citizens.
    Nor did private electric generators solve the problem or seriously contribute to solving an essential part of the supply problem.
    So, there must be a radical solution based on a basic law.
    This is what I want to point out, which is:
    Why is there no new law on electricity and its intractable problems that includes the following:
    1- Since you were unable to solve the problem, the Electricity Authority in general will be sold in full to an investment entity or leased to a specific entity in which there will be a share for the central government and a share for local governments.
    2- The purchasing or investing entity, if renting, is required to provide radical solutions for electricity and for a period not exceeding one year after which the installation will be completed, selling energy to everyone in advance payment, for example, with new meters that operate electronically and are recharged as a mobile phone is recharged, with special lines at a lower payment cost for the poor and needy, and other conditions that protect Citizen and public ownership.
    3- Special legal paragraphs for generators spread in neighborhoods and streets, which have become a burden on citizens and residential areas, and their increase, wires, and exhausts that cause problems, diseases, disturbance, etc., and special places should be allocated for them, far from residential neighborhoods, as well as transferring their energy via special and regular cables to distribution stations.
    Any person, regardless of his position, should be prevented from placing a private generator in the street near his home to enjoy electricity while harming the residents.
    Some other paragraphs will be added to the law after it is studied and amended by specialists and professionals in the legal, technical, economic, oil, gas, electricity and political fields.
