"Provincial Councils" are a link between the citizen and the government

The curtain was recently drawn on the controversy that arose and then subsided regarding the importance of the existence of “provincial councils” and their impact on the service reality of citizens, and the subsequent questions about whether these legally and constitutionally elected councils achieve their goals in serving citizens or whether they will succumb to political conflicts and crises, which hinders service and strategic projects and thus ends their existence early. In the wake of all this, specialists believe that “provincial councils” can be an alternative to the Iraqi parliament by exercising their duties in monitoring and following up on projects implemented in the governorates. The specialists explained that these councils are a “link” between the citizen and the government or the state in general.
The head of the “Regional Center for Studies”, Ali Al-Saheb, said in an interview with “Al-Sabah”: “Provincial councils are a service, oversight, and legislative institution within certain limits and horizons that do not conflict with the law and the constitution, and they are the closest thing to a link between the citizen and the government, and even the state with all its institutions.”
He explained that “the provincial council elections have passed after a hiatus of ten years, and the elected councils have begun to exercise their powers,” adding, “although this has been with varying performance from one province to another, according to the efficiency and ability of the governor and members to deliver the achievement.”
He explained that “for several reasons, there is no fair assessment of the councils’ performance, due to the difference in performance, despite the availability of opportunities for success in conveying the suffering and needs of the Iraqi citizen from various health, educational and service aspects.”
Al-Saheb admitted that “political conflicts and disputes had a significant impact on the performance of the provincial councils, as they are a political paper presented by the blocs and parties with some independents, and this is what we have witnessed in some provinces that are under the burden of instability and political instability, such as Kirkuk and Diyala.”
He added that “on the other hand, the greater responsibility in terms of services is borne by the provincial councils in highlighting the oversight role and diagnosing the errors and shortcomings that lie in some state departments,” stressing that “the most important thing is that the provincial councils are responsible for highlighting the oversight role and diagnosing the errors and shortcomings that lie in some state departments.” “It lies in finding a common denominator between parliamentary committees and provincial councils and not conflicting powers, as the Iraqi reality needs a crisis cell to raise the level required by the citizen on all levels.”
For his part, writer and political analyst Ali Al-Baydar warned in his interview with “Al-Sabah” about “the short experience of provincial councils in Iraq, in addition to the nature of the formation of these councils, which did not allow the implementation of the programs assigned to them according to the vision that was supposed to be presented for that, as well as the necessity of giving them more time and with popular, elite, media and even political support to implement their service programs provided to the citizen.”
He noted that “hope is pinned on these councils to provide services, as they are good seeds that implemented what they wanted without any interruption,” and said: “But at the same time; “We find that many political conflicts and crises have begun to move to these councils, to the point that they have begun to disrupt the formation of local administrations,” he added, “and because these councils are local, it was necessary to focus on the service aspect and to borrow some foreign and domestic experiences, in addition to making use of technical cadres and entities that are close to the citizen, and implementing everything that serves the interests of the members of society.”
He concluded by saying: “From the above, the provincial councils can be an alternative to the Iraqi parliament with fewer powers, and through disciplined performance they can contribute to preventing the waste of public money, implementing projects in their place, and preventing corruption in all its forms.”
