The noise caused by the technical failure in the global Internet system, which caused the global activity to stop for hours in the first defect resulting from this technology, which exceeded hundreds of advantages of the global means of communication, was an alarm bell for unexpected possibilities.
This defect caused billions of dollars in losses to countries and their giant global companies around the world, which requires a stand against this danger to the global economy.
It is true that the outage has raised astonishment, apprehension and controversy, but it has drawn attention to the importance of the risks that may result from uncalculated digital transformations, as airports, banks and transportation have stopped, and all commercial and service transactions have stopped.
The fourth industrial revolution that the world is witnessing, represented by advanced information and communication technologies, the digital economy and robotics, comes in the wake of the end of the era of globalization and the return of countries’ interests, each on its own capabilities and potentials without relying on others. Otherwise, digital centrality has shown that there is a new digital colonialism to which the world is subject and the consequences are borne by peoples who are not digitally independent.
The fierce competition between the superpowers in adopting advanced technologies and software is clearly evident, and has become the most powerful means in the cold wars between the major powers.
These major qualitative trends and developments require emerging countries to adapt to the stages of development and rely on their material and human capabilities and potential to keep pace with changes in knowledge, innovation, communication, and simulating the digital world with a high degree of independence in innovation.
Iraq is undergoing this experiment late and slowly, despite its possession of well-known financial and human capabilities capable of research, development and innovation. Iraqis are known for their ambition, but this aspect has not been overlooked by government programs, despite the lack of interest and attention to it due to the major challenges facing the country.
More precisely, although the levels of support and interest shown by the current government in this regard do not match the size and importance of this rapid development around the world and even in our Arab and regional environment.
Thinking about the future requires a sound digital strategy based on a clear vision, especially in the field of preparing, training and graduating university specializations in the fields of information and communications technology and focusing on innovations.
The jobs of the future undoubtedly require a generation armed with knowledge, attempts at innovation, and departure from traditional science according to curricula intended for memorization only.
The worldwide Internet outage has highlighted the importance of thinking about research and innovation in the fields of rapid national alternatives to avoid and reduce losses.
This technical failure in the Internet system came to encourage countries that have recently entered these technologies, including Iraq, to pay attention to the flaws in central digitalization in order to avoid them and benefit from the mistakes based on the world’s experiences.
We should not be concerned with the malfunction with an ill-considered debate about technical development, but rather focus our attention on comparing the advantages and disadvantages of any new technology and benefiting from the accidental errors that may result from these technologies in the future within the development of cybersecurity programs and considering them an important part of the parts and joints of national security and its protection.
