Saleh said in an interview with (INA): “The legal options available to implement the provisions of the federal general budget have become more flexible for the federal financial authority, in addition to the availability of the federal financial management law itself, which allows financial transactions - even if any approval of the formalities of the general budget is delayed in principle - especially allowing the continuation of spending or disbursement on investment projects approved in the three-year general budget as ongoing projects, as well as operational spending, or any financial transactions stipulated in the three-year general budget law.”
He added, "Despite this, the adoption of the financial schedules for the current fiscal year 2024, which were approved by the House of Representatives earlier this year, has become a reality, and issuing instructions for their implementation is a procedural matter that does not affect the obligations of the fiscal year itself, as those instructions are in all cases consistent with the emerging financial transactions when they are issued."
He noted that "the instructions for implementing the general budget schedules for the fiscal year 2024 will, when issued, touch upon some of the new developments and partial financial transactions that have been created or adapted, and not the generalities of public finance."
For his part, member of the Parliamentary Finance Committee, Mustafa Al-Karawi, said in an interview with Al-Sabah: “The Ministry of Finance is proceeding with implementing the budget and distributing it to the ministries, despite the problems of distributing operational allocations in some institutions,” indicating that the committee “is determined to host the Minister of Finance and the relevant government agencies to discuss the reasons for not distributing resources in a realistic manner that is consistent with the needs of these institutions.”
He explained that "issuing the tables does not require publishing them in the Official Gazette after Parliament's approval and the Finance Ministry's notification," noting that the committee "continues to monitor the implementation of the budget and will issue its reports to the government to address the problems of the expenditure items."
Al-Karawi expressed his hope that "there will be no recurrence of delays in submitting the budget tables next year, with the necessity of having a draft of the tables before the end of the current fiscal year to enable the committee to discuss their details."
On June 3, 2024, the House of Representatives voted on the tables of the Federal General Budget Law.
In a statement, Prime Minister Mohammed Shia al-Sudani welcomed the approval of the general budget, stressing "continuation of implementing the government program that received the vote of the House of Representatives and the support of political forces."
