Operating budget postpones hosting new governors

A member of parliament suggested that the delay in launching the operational budgets was a reason for postponing the hosting of the new governors.
Member of the Parliamentary Planning Committee, Mohammed Al-Baldawi, said: “Hosting the new governors will not take place in the near future, as the absence of the operational budget prevents us from judging their performance,” indicating that “the operational budget has not been launched yet, which makes it difficult to evaluate the performance of the governors based on the projects and work that have been accomplished.”
Al-Baldawi explained to “Al-Sabah” that “the work of the Kirkuk and Diyala governorates is being disrupted due to the failure to resolve the issue of the council president, and until now the government has not received an evaluation of the governors’ performance,” noting that “the stability of the local councils is essential, but there are ongoing problems in Baghdad Governorate and other governorates whose governments have not yet stabilized.”
He added that “the provincial councils are supposed to support the governors by presenting development and strategic plans to improve the services provided to citizens,” explaining that “the southern governorates face problems in listing and implementing projects due to poor work, poor implementation, or the lack of solid companies.”
Al-Baldawi stated that “the government must overcome the biggest problems of the previous stage in the coming period, which are the stalled and suspended projects, and begin providing services to citizens. The efforts of the provincial councils are still below the required level,” expressing his hope that “funding will reach these provinces, and that they will proceed with implementing the budget law, with a focus on the quality of project implementation and ensuring that they meet the needs of the population.”
The complex conflicts between the political parties in Kirkuk and Diyala provinces continue to contribute to the stumbling of negotiations to form the local government in these two provinces, which are predominantly populated by ethnic and national diversity.
