Najaf Governorate is preparing to start implementing the plan for the visit of Imam Ali bin Abi Talib, on the fortieth day of his son Imam Hussein, which will begin on the 1st of Safar (in two days), with full mobilization of all its security, service and health efforts, according to the spokesman for Najaf Governorate, Ahmed Al-Fatlawi.
Al-Fatlawi confirmed that “the Najaf Governorate held an expanded meeting last Wednesday that included the Border Guard Command, the Najaf Police Command, a representative of the Middle Euphrates Operations Command, and all security agencies, in addition to the service departments, electricity, health, education, and other related departments of water and sewage, which all participated in the meeting that was headed by the Najaf Governor, Youssef Kanawi.”
Al-Fatlawi pointed out that “this meeting discussed the roles assigned to each directorate and security, service or health authority, while the Najaf Education Schools will provide services to visitors, especially the schools located along Ya Hussein Road. There will also be cooperation with the host authorities from other governorates if needed.”
Najaf hotels
Preparations are not limited to the security, service and health aspects in Najaf Governorate, as there are preparations in the hotel and restaurant sectors, “where its association works as a crisis cell with the local government in order to meet the needs of visitors and avoid various accidents,” according to the head of the Hotels and Restaurants Association in Najaf Governorate, Saeb Abu Ghanem.
Abu Ghanem confirmed to the agency that “all the tourist and non-tourist hotels, which are around 270 hotels in Najaf Governorate (18 of which are 5 stars and the rest range from 3 to 4 stars) are all prepared and ready to receive visitors, but the houses are prepared before the hotels for housing, shelter, food and providing all the needs of the visitor.”
Abu Ghanem noted that “the main causes of fires are usually due to electrical short circuits, where an electrical device is used that the power point cannot handle, without the knowledge of the hotel owners, while the hot weather also contributes to fire accidents.”
Regarding the increase in hotel prices during the visit, he explained that “in the hotel and restaurant sector and even commercial markets, they have a season that they depend on, and this exists in all cities of the world, including in Najaf Governorate, so there is an increase of 10 to 15 percent, but this visit is considered normal and natural.”
He explained that “the prices of 5-star hotels do not exceed 150 thousand dinars per person, while 3-star hotels are around 50 thousand dinars per person, and these prices are with 3 meals. If the prices are not suitable for the customer, there are Husseiniyas and houses whose doors are open to visitors, while the Fatima Courtyard accommodates 100 thousand visitors for free and its services are better than 5-star hotels.”
As for the nationalities of visitors coming to Najaf, “Iranian visitors come at the forefront of the numbers, but what will compete with the Iranians this year are the Pakistanis and Afghans who have also been allowed to visit, and it is expected that they will come in large numbers, as well as from Lebanon despite the circumstances the country is currently going through, and there are also large numbers coming from the Gulf states, Bahrain and Saudi Arabia, and these usually stay for several days,” says Abu Ghanem.
Civil Defense
This comes at a time when the General Directorate of Civil Defense has taken all preparations to secure the Arbaeen pilgrimage of Imam Hussein, as it has completed preparing the pilgrimage plan that includes securing three main points, according to the Director of the Media Division of the General Directorate of Civil Defense, Nawas Sabah Shaker.
Shaker explained, during his interview with the agency, that “the first basic point is to secure sufficient human cadres from the members of the Civil Defense Directorates of all categories and Civil Defense formations from the best Civil Defense elements trained at the highest levels to deal with various incidents with efficiency, expertise and competence.”
The second point is to secure modern, advanced mechanical capabilities and potentials, including specialized fire engines, support vehicles, and small modern fire engines that can maneuver quickly and reach the scene of an accident to avoid the crowds of visitors, in addition to deploying the ladder fire engines designated for hotels and high-rise, multi-storey buildings with dual use (firefighting/rescue).
Regarding the third point, Shaker explained that it is related to “spreading preventive awareness, which the Directorate considers one of the most important points it focuses on, because avoiding an accident is better than dealing with its consequences. Therefore, the Directorate is keen to continue spreading preventive awareness to avoid the causes of accidents.”
Shaker attributed the causes of the accidents to a number of reasons, including “negligence regarding safety and security conditions, whether in hotels, commercial markets, or Husseini processions that use fire sources for cooking, especially cooking gas cylinders and firewood, due to the risk of fires, as happened in previous visits.”
